Minutes for the February 20,2025 meeting held at the River Mills Senior Center at 6:00 PM
In attendance: Chairman Martin, Commissioners Croteau and Londraville. Atty. Kenefick was also
present.
Public Input-None at this time
Minutes are presented to the Board. Commissioner Croteau makes a motion to approve. Commissioner
Londraville seconds. Motion approved 3-0.
Application for a Special One Day Permit (Beer/Wine) for the Friends of the Chicopee Senior Citizens,
5 West Main St for the St. Patrick’s Day Dinner to be held on Thursday March 6,2025, from 2:00 PM
until 7:00 PM with Mike Wilk as applicant. In attendance: Mike Wilk. Commissioner Croteau makes a
motion to approve and waive the fee. Commissioner Londraville seconds. Motion approved 3-0.
Application for a Special One Day Permit (Beer/Wine) for the Friends of the Chicopee Senior Citizens,
5 West Main St for the Spring Dinner to be held on Thursday April 3,2025, from 2:00 PM until 7:00 PM
with Mike Wilk as applicant. In attendance: Mike Wilk. Commissioner Croteau makes a motion to
approve and waive the fee. Commissioner Londraville seconds. Motion approved 3-0.
Application for a Special One Day Permit (Beer/Wine) for the Friends of the Chicopee Senior Citizens,
5 West Main St for Annul River Mills Center Volunteer Appreciation Dinner to be held on Thursday
May 1,2025, from 2:00 PM until 7:00 PM with Mike Wilk as applicant. In attendance: Mike Wilk.
Commissioner Croteau makes a motion to approve and waive the fee. Commissioner Londraville
seconds. Motion approved 3-0.
Application for a Special One Day Permit (Beer/Wine) for the Friends of the Chicopee Senior Citizens,
5 West Main St for the Summer Cookout to be held on Thursday June 26,2025, from 2:00 PM until 7:00
PM with Mike Wilk as applicant. In attendance: Mike Wilk. Commissioner Croteau makes a motion to
approve and waive the fee. Commissioner Londraville seconds. Motion approved 3-0.
Change of Manager, Officers/Directors, D/B/A, Transfer of Stock for Country Club Grille, 1290 Burnett
Rd. In attendance: Eric Gower and Kevin Brown. Mr. Gower informs the Board that he will become the
manager of record on the license and is the president of the corporation. Mr. Girouard has sold his
interest in the corporation to Mr. Brown who will be the treasurer and clerk. Also, the new D/B/A will be
Turn 9 Bar and Grill. There should not be any changes to how the operation is run. All the paperwork is
in order. Commissioner Croteau makes a motion to approve. Commissioner Londraville seconds.
Motion approved 3-0.
Hearing for The Windsor Lounge –In attendance: No representative for Windsor Lounge appeared at
the hearing for the following violation- City of Chicopee Code § 188-21. Denial of license for default A.
No person, firm, corporation, partnership, or other entity shall be granted a license on any property
which is in default on the payment of taxes, license fees, or other fees or money owed to the City by
either the applicant or the property owner . At this time the Commissioners reviewed information
concerning the violations. On November 25, 2024: 2Chix LLC tendered a check in the amount of
$1,950, made payable to the City of Chicopee. On January 6, 2025, the License Commission was
notified by the Treasurer’s office that the renewal check was returned for insufficient funds. A letter was
sent to 2 Chix LLC, The Windsor Lounge, 101 Main Street, Chicopee, MA 01013, informing Windsor
Lounge the check submitted for the 2025 General On-Premises License Fees was returned for
insufficient funds. The letter requested that this matter be resolved by January 16, 2025. On January
23, 2025, a Notice of Violation, advising that a hearing would be held on February 20, 2025, was sent
to the same address. Additionally, the Commission recently became aware that the limited liability
company, 2 Chix LLC, was involuntarily dissolved by court order on December 29, 2023. Please note
that this dissolution was not the basis of the violation hearing; however, it underscores the need for
clarity regarding the entity’s status. Because no representative for 2 Chix LLC appeared at the hearing,
the Commission proceeded in absentia and entered a default. Evidence and documentation presented
at the hearing demonstrated that 2 Chix LLC had failed to resolve outstanding financial obligations owed
to the City, in violation of City Code § 188-21. Commissioner Croteau made a motion Count 1 is
founded. Commissioner Londraville seconds. Motion approved 3-0. Commissioners discuss the results
of this finding and the appropriate action to be taken. Commissioner Croteau makes a motion to revoke
all licenses on the grounds of default violations. Commissioner Londraville seconds. Motion approved
3-0. This becomes effective immediately, for all licenses held by 2 Chix LLC, The Windsor Lounge,
101 Main Street. The revocation notice will be hand delivered by the Chicopee Police department on
Monday February 24th. Notices will also be sent to the home addresses of the listed owners/manager.
This concludes the hearing.

Application for a Common Victualer license for Romano’s Pizza, 191 Exchange St ( new owners)
Commissioner Croteau makes a motion to approve. Commissioner Londraville seconds. Motion
approved 3-0.

Filing fees are read by Commissioner Londraville.
Review of Police reports and compliance checks. Lt. Wegrzynek is not present. There have not been
any reports received from the police department.
ABCC approvals-none at this time
Correspondence – Ms. Taillefer informs the Board there are several Common Victulaers applications
that have not submitted all the required information. There are also several businesses that have not
applied for a license this year. Commissioners discuss the matter and determine to hold a violation
hearing for those businesses at the next meeting. The notice will be sent by certified mail and first-class
mail.
