Chicopee Planning Board Voting Record and Minutes The Planning Board of the City of Chicopee public hearing for Thursday, September 12, 2024 at 7 PM Chambers Conference Room, 4th Floor, City Hall Annex, 274 Front Street, Chicopee, MA 01013 Meeting was brought to order at 7:00 PM. Location: Better Way in vicinity of Goodwin St. Applicant: The City of Chicopee c/o the Planning Department, 17 Springfield St., Chicopee, MA 01013 Notes: Jeff Galarneau of VHB presented the Subdivision Plans to the Board. Mr. Galarneau explained the plans were reviewed by SPRAC and upon taking notes at the SPRAC meeting he had already made some revisions to the plans. He then reviewed the written SPRAC comments with the Board. Two residents had questions dealing with traffic concerns. The Board discussed the plans and voted to approve the plans and conditioned that the SPRAC comments be addressed in future Definitive Subdivision Plans. Motion to approve the plans with the condition that all SPRAC comments be addressed in the Definitive Plans was made by Jay Paul and seconded by Rajesh Sanghvi. Vote was 5-0 to approve with the noted condition. Frontage reduction from 100’ to 75’ to create a new single family building lot from 148 Joy St. and leave existing house on a lot with legal frontage. Applicant: Mark Ryaboklyach, 1321 Piper Rd., West Springfield, MA 01089 Notes: The Applicant presented his petition to the Board. No abutters were in attendance. The Board voted to approve the Waiver. Motion to approve was made by Jay Paul and seconded by Rajesh Sanghvi. Vote was 5-0 to approve. Location: 108 West St., Chicopee, MA. Applicant: Atty. Warren Thompson, 1032 Thorndike St., Palmer, MA 01069 Notes: The Restaurant Owner presented her petition to the Board. Staff indicated that this has been a difficult location for various restaurants in the past due to lack of parking and access. Staff noted that there are conceptual plans for redesigning the intersection in the future but had no definitive dates or timeframes as to when. Staff noted there were two sensitive uses in the neighborhood, but they were far enough away to not be a concern. The Board voted to recommend approval to the License Commission. Motion to recommend approval was made by Eric Oulette and seconded by Jay Paul. Vote was 5-0 to recommend approval to the License Commission. ITEM 5: Minutes from August 1, 2024 Motion to approve was made by Thomas Reniewicz and seconded by Rajesh Sanghvi. Vote was 5-0 to approve.
