Applicant: DCL Construction, 187 Nelson St., Chicopee, MA 01013 Notes: Applicant Cynthia Labrie, of DCL Construction presented the proposal of constructing a single- family home on the parcel if the zone change is granted. The property is contiguous to a Residential A district; therefore, it would not be considered a spot zone. DCL has built a solid history of building quality homes in the city. Staff received several positive emails regarding this petition that were read into the meeting record. After presenting the petition Cynthia Labrie recused herself from the meeting as she is the Vice Chair of the Board. Motion to Approve was made by Eric Oulette and seconded by Rajesh Sanghvi.
