The Zoning Board of Appeals of the City of Chicopee public hearing for Wednesday September 14, 2016,
6:30 PM in City Hall Annex, Fourth Floor, City Council Chambers, 274 Front Street, Chicopee, MA
01013.
Meeting was brought to order by Roland Archambault at 6:30 PM.

Item 1:
VARIANCE from Chapter 275-53 to create a new reduced size building lot for a duplex and leave existing
two-family house on a reduced size lot. New lot frontage from 100’ to 90’, depth from 100’ to 60’ and area
from 10,000 SF to 5,400 SF. Existing two-family lot frontage from 100’ to 60’and area from 10,000 SF to
7,200 SF. Location: 152 Pendexter Ave. Applicant: David Labrie, 187 Nelson St., Chicopee, MA 01013
Notes: The Applicant explained his petition stating his opinion was that the request he was presenting to the
Board was in keeping with the neighborhood and would clean up a vacant lot. The Board discussed the
proposal and determined that the requested “new” lot would “clean-up” a vacant property. It was the
Board’s opinion that the existing house could be accessed from Lawndale Street therefore the “new” lot
would not add to any traffic issues on Pendexter Avenue with its narrow ROW width. The Board also felt
that lot dimensions requested in the petition fit with the character of the neighborhood. There was no
opposition from any abutters.
Motion to approve was made by Derek Dobosz and seconded by Miguel Roldan. Vote was 4 in favor to 1
opposed. Petition was approved.

VARIANCE from Chapter 275-52 to create a new reduced size single-family building lot from 37 Monroe St. and
leave existing house on a reduced size lot. New lot frontage from 100’ to 60’and area from 10,000 SF to 7,500 SF.
Existing house lot frontage from 100’ to 65’ and area from 10,000 SF to 8,110 SF. Applicant: Richard J. and
Catherine A. Deska same address.
Notes: The Applicants explained their petition. They explained they were requesting to divide their
property to create a new lot to build a new single-family one level house to accommodate them due to
medical issues. The also stated they wished to stay in their existing neighborhood. One Abutter sent a letter
objecting to the petition; another abutter at the meeting objected to the petition stating parking was an issue
on Monroe Street and a new house would add to the issue. The Board’s opinion was that no hardship existed
to warrant granting the variance. The Board was also concerned about limited parking on Monroe Street.
Motion to approve was made by Derek Dobosz and seconded by Miguel Roldan. Vote was 3 in favor to 2
opposed. Petition was denied as four votes in favor are required for a petition to be approved.

VARIANCE from Chapter 275-58 to allow the installation of an electrical transformer within front and side yard
setbacks. Front setback from 25’ to 8’ and side yard setback from 10’ to 1’. Location: 873 Grattan St. Applicant:
Pynchon Press Co., Inc., same address.
Notes: The Applicant explained the need for the new transformer and the reason for its proposed location.
The Board discussed the request and determined the proposed setbacks for the new electrical transformer
would not be a detriment to the neighborhood or abutting property and would not interfere with any traffic
sight lines associated with abutting properties.
Motion to approve was made by Miguel Roldan and seconded by Gary Stamborski. Vote was 5-0 to
approve.
