Zoning Board of Appeals Voting Record and Minutes The Zoning Board of Appeals of the City of Chicopee public hearing for Wednesday November 13, 2019, 6:30 PM in City Hall Annex, Fourth Floor, City Council Chambers, 274 Front Street, Chicopee, MA 01013. Meeting was brought to order by Anthony Gallant at 6:30 PM. Location: Chicopee St. Assessor Map 500, Parcel 52. Applicant: Anthony Wheeler, 15 Gableview Lane, Southwick, MA 01077 Notes: The Applicant explained his petition to the Board noting he was interested in constructing a duplex on the subject property and his intent was to meet all required setbacks. The Applicant noted he had obtained a Zone Change to Residential B to eliminate the split zoning on the property. The property is owned in common with #561 Chicopee Street therefore both the subject lot and 561 Chicopee Street would need Variances and Waivers. The resulting Variances and Waivers, if granted, would result in two non-conforming lots where one legal two-family lot exists. Abutters spoke in opposition to the petition expressing concerns about parking, traffic and crashes that have occurred in the vicinity of the property on Chicopee Street. No legitimate hardship exists to warrant granting the Variance, the lot is simply too small to support a duplex. The Board voted to deny the Varianxce. Motion to approve for the sake of discussion was made by Carissa Lisee and seconded by Gary Stamborski. Vote was 5-0 to deny.
