CONSENT CALENDAR
At this time, members of the public may present testimony as to why an item should be
removed from the Consent Calendar for separate discussion. Unless a member of the public or
City Council requests that an item be removed from the Consent Calendar, all items will be
acted upon as a whole and by one vote. Items placed on the Consent Calendar represent

1. Warrants. Approve expenses as audited and within budget for warrants 766908 to 767213, and

2. Minutes. Regular Meeting Minutes for September 5, 2023 (Council Member Flores

3. Elected City Officials’ Report Regarding Travel, Training, and Meetings. Elected City Officials’
Report reflecting City Council business related expenses incurred by the City.
4. Preserve Sewer Lift Station, Force Main, and Gravity Line Annual Reconciliation of Sewer
Credits Fiscal Year 2022-23 (Chino Development Corporation). Approval of Preserve Sewer
Lift Station, Force Main, and Gravity Line Annual Reconciliation of Sewer Credits Fiscal Year
2022-23 (Chino Development Corporation).
5. Covenant Agreement to Annex for Sanitary Sewer. Adopt Resolution 2023-055 conditionally
approving a Covenant Agreement to Annex for Sanitary Sewer Service, approve a deviation
from the City of Chino’s existing policy for sewer connection in exchange for sewer
infrastructure that is above and beyond what is normally required as part of the development
project within the Sphere of Influence, and request approval from the San Bernardino Local
Agency Formation Commission for sanitary sewer service for the Sri Sairam Mandir Temple
Project located at 12594 Roswell Avenue.
6. Consolidated Annual Performance and Evaluation Report. Receive and file the 2022-2023
Consolidated Annual Performance and Evaluation Report (CAPER).
7. KG Investment LLC - Subdivision Improvement Agreement Parcel Map No. 20207. Approve
the Subdivision Improvement Agreement and securities with KG Investments LLC for Parcel
Map No. 20207 located at 13515 Monte Vista Avenue.
8. Adoption of Ordinance No. 2023-018 regarding City of Chino Designated Holidays. Adoption of
Ordinance No. 2023-018 Amending Chapter 2.52 of the Chino Municipal Code pertaining to
Holidays (Second Reading).
ORDINANCE 2023-018 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CHINO, CALIFORNIA, AMENDING ORDINANCE NO. 2019-014, SECTION 2.52.020, OF
THE CHINO MUNICIPAL CODE DESIGNATING SPECIFIC HOLIDAYS UPON WHICH
NON-SAFETY PUBLIC OFFICES AND BUILDINGS OF THE CITY OF CHINO SHALL BE
CLOSED
9. Contract Approval - Human Services Programs for Residents of Chino Hills. Approval a
contract for Human Services Programs for Residents of Chino Hills in the amount of
$192,522.48 for the provision of Human Services programs for Fiscal Year 2023-24.
10. Notice of Completion - ADA Improvements and Madison Street Gap Closure Project. Accept
the ADA Improvements and Madison Street Gap Closure Project (MS202 & ST223), completed
by EBS General Engineering, Inc., as complete.
11. Federal Asset Forfeiture - D.A.R.E. Program Supplies. Approve appropriation of $11,500 from
Federal Asset Forfeiture Funds for the purchase of D.A.R.E. Program supplies.

12. Chino On Ice Winter Wonderland Experience. Approve a contract with Seaside Ice, LLC., dba
Ice-America, for the construction, operation and maintenance of a portable outdoor ice-skating
rink and associated equipment.
Staff Report By: Silvia Avalos, Director of Community Services, Parks & Recreation and
Jackie Melendez, Assistant City Manager
RECOMMENDATION: 1) Approve a contract with Seaside Ice, LLC., dba Ice-America, in the
amount of $446,801 for the construction, operation and maintenance of a portable outdoor
ice-skating rink and associated equipment such as lighting and audio-visual effects, 2) approve
a cost recovery structure for the program, and 3) authorize the City Manager to execute all
necessary documents on behalf of the City.
13. Update on Parking Enforcement for Street Sweeping Purposes. Provide an update on parking
enforcement for street sweeping purposes and receive City Council input and direction.

RECOMMENDATION: 1) Receive an update on parking enforcement for street sweeping
purposes; and 2) provide input and direction to staff.
