Those persons wishing to speak on any item included on the agenda, or on any matter within the subject matter jurisdiction of the City Council, are invited fill out and submit to the City Clerk a “Request to Speak” form (name and address optional) which is available at the entrance to the City Council Chambers. Additionally, members of the public may submit electronic public comments to CityClerk@cityofchino.org no later than 4:00 p.m. on the day of the meeting. In your email, please include the meeting date, agenda item you are commenting on, and your comment. All comments received by the deadline will be forwarded to the City Council for consideration before action is taken on the matter and will be entered into the record for the meeting specified in email received. Mayor’s Home Beautification Award. Award of Mayor’s Home Beautification Award for September 2024. REPORT OUT OF CLOSED SESSION AGENDA ADDITIONS/REVISIONS INFORMATION External Agency Report. Receive and file the External Agency Report for September 3, 2024 (Covering Meetings from June 1 - June 30, 2024) PUBLIC ANNOUNCEMENTS This is the time and place for the Mayor to inform the public of all upcoming events and past occurrences of communitywide interest and concern. PUBLIC COMMENTS This is the time and place for the general public to address the City Council about subjects that do not appear elsewhere on the agenda. Due to Council policy and Brown Act requirements, action will not be taken on any issues not on the Agenda. Ordinance No. 97-08 (Chino Municipal Code Section 2.04.090) limits speakers to no more than five (5) minutes in which to address Council, except as provided under Government Code 54954.3(b)(2). If more than three (3) persons seek to address the same agenda item or the same subject matter, the Mayor shall establish a maximum period of time not to exceed thirty (30) minutes. CONSENT CALENDAR At this time, members of the public may present testimony as to why an item should be removed from the Consent Calendar for separate discussion. Unless a member of the public or City Council requests that an item be removed from the Consent Calendar, all items will be acted upon as a whole and by one vote. Items placed on the Consent Calendar represent routine expenditures and/or actions that support ongoing City operations. 1. Warrants. Approve expenses as audited and within budget for warrants 771587 to 772098, and Electronic Fund Transfers 519651E to 519872E, totaling $17,893,175.05. 2. Minutes. a) Regular Meeting Minutes for July 16, 2024 and b) Special Meeting July 30, 2024 (All Members Present). CHINO CITY COUNCIL SEPTEMBER 3, 2024 3 3. Elected City Officials’ Report Regarding Travel, Training, and Meetings. Receive and file the Elected City Officials’ Report reflecting City Council business related expenses incurred by the City. 4. Designation of League of California Cities Voting Delegates. Designate Mayor Pro Tem Comstock as the Voting Delegate, Council Member Burton as the 2nd Voting Delegate, and Council Member Lucio as the 3rd Voting Delegate for the 2024 League of California Cities Annual Conference and Expo. 5. Season’s Senior Villas Request for Estoppel Certificate, Consent to Assignment and Term Extension. Approve request by owner of Season’s Senior Villas apartment complex for estoppel certificate and consent to assign makeup of ownership and reject request for term extension. 6. Amendment to Professional Services Agreement with Aleshire & Wynder, LLP. Adopt Resolution No. 2024-042 and approve a third amendment to the City of Chino's agreement with Aleshire & Wynder, LLP adding hourly rates for services specific to Watermaster legal services and amending personnel assignment guidelines. 7. Contract Approval - Human Services Programs for Residents of Chino Hills. Approve a contract effective retroactive to July 1, 2024, in the amount of $306,788, for the provision of Human Services programs for residents of Chino Hills for FY 2024-25 and increase the Community Services revenue budget by $118,139. 8. Master Contracts - Chino Valley Unified School District. Approve Master Contracts with the Chino Valley Unified School District effective retroactive to July 1, 2024 for the provision of Community Services programs for Fiscal Year 2024-25. 9. Vendor Cap Increase - New Tangram, LLC. Approve a vendor cap increase with New Tangram, LLC in the amount of $200,000 for a total not-to-exceed amount of $250,000 for design services, purchase and/or installation of furniture, and reconfiguring existing workstations at City-owned facilities. 10. Award of Public Works Contract to Major League Infields, Inc., Fullerton, CA for Ball Field Maintenance Services. Award a contract for ball field maintenance services at Ayala, Heritage, Mountain View, and Villa Parks in the amount of $67,808 for annual routine maintenance and $32,192 for unanticipated work for a not-to-exceed amount of $100,000. 11. Vendor Cap Increase - Lincoln Financial Group. Authorize a retroactive increase to the vendor cap with Lincoln Financial Group for Disability Insurance and Leave Management Services in the amount of $76,000. 12. Law Enforcement Services Agreement - Chino Valley Unified School District (CVUSD) for School Resource Officers. Approve an agreement with CVUSD effective retroactive to July 1, 2024 for five (5) full-time School Resource Officers assigned to Chino High School, Don Lugo High School, and Buena Vista, the Junior High schools, a D.A.R.E. officer, and one (1) Sergeant. 13. Professional Services Agreement - Transtech Engineers, Inc. Award a Professional Services Agreement to Transtech Engineers, Inc., Chino, CA, for $350,025 for Project Management Services for the State Street Water Treatment Plant Project (WA212) and the Well 17 Equipping Project (WA214). Council requests, but it is not required, that you state your name and address prior to making any remarks. 14. Appeal of PL24-0018 (Administrative Approval). Appeal for approval of the installation of an exterior back-up generator for O'Reilly's Auto Parts located in the CG (Commercial General) zoning district in the Big Lots commercial center at 12516 Central Avenue (APN 1015-371-02). Staff Report By: Andrea Gilbert, City Planner RECOMMENDATION: Adopt Resolution 2024-041, denying the appeal and thereby upholding the approval of PL24-0018 (Administrative Approval), based upon the findings and subject to the departmental conditions of approval. MAYOR AND COUNCIL REPORTS This is the time and place for the Mayor and Council Members to report on prescheduled Council Committee Assignment Meetings that were held since the last Regular Council Meeting, and any other items of interest. Upon request by an individual Council Member, the City Council may choose to take action on any of the subject matters listed below. Mayor Ulloa 15. Community Support Fund - Mayor Ulloa. Approve community support fund $500 contribution to American Cancer Society for the Making Strides Against Breast Cancer fundraiser. Staff Report By: Mayor Eunice M.
