Those persons wishing to speak on any item included on the agenda, or on any matter within the subject matter jurisdiction of the City Council, are invited fill out and submit to the City Clerk a “Request to Speak” form (name and address optional) which is available at the entrance to the City Council Chambers. Additionally, members of the public may submit electronic public comments to CityClerk@cityofchino.org no later than 4:00 p.m. on the day of the meeting. In your email, please include the meeting date, agenda item you are commenting on, and your comment. All comments received by the deadline will be forwarded to the City Council for consideration before action is taken on the matter and will be entered into the record for the meeting specified in email received. External Agency Report for December 17, 2024. Receive and file the External Agency Report for December 17, 2024 (Covering Meetings from October 1 - October 31, 2024). PUBLIC ANNOUNCEMENTS This is the time and place for the Mayor to inform the public of all upcoming events and past occurrences of communitywide interest and concern. PUBLIC COMMUNICATIONS This is the time and place for the general public to address the City Council about subjects that do not appear elsewhere on the agenda. Due to Council policy and Brown Act requirements, action will not be taken on any issues not on the Agenda. Ordinance No. 97-08 (Chino Municipal Code Section 2.04.090) limits speakers to no more than five (5) minutes in which to address Council, except as provided under Government Code 54954.3(b)(2). If more than three (3) persons seek to address the same agenda item or the same subject matter, the Mayor shall establish a maximum period of time not to exceed thirty (30) minutes. Results of the City of Chino General Municipal Election which was Consolidated with the Statewide General Election held on November 5, 2024. Open nominations and appoint to the Office of Mayor Pro Tem for a two-year term. 3. Public Financing Authority Chair and Vice Chair Appointment Selection of a Public Financing Authority Chair and Vice Chair for a two-year term for 2025-2026. Approve expenses as audited and within budget for warrants 773486 to 773601, and Electronic Fund Transfers 523446E to 523485E, totaling $2,020,292.12 6. Elected City Officials’ Report Regarding Travel, Training, and Meetings. Receive and file the Elected City Officials’ Report reflecting City Council business related expenses incurred by the City. 7. Report on State and Federal Legislative Issues. Receive and file the Priority Legislative Items Report dated December 17, 2024 and the Tracked State Legislation Report. 8. Vendor Cap Increase with Moore United Construction, Inc. for citywide repairs and replacement projects. Approve a vendor cap increase with Moore United Construction, Inc., Ontario, CA in the amount of $100,000 for a total not-to-exceed amount of $150,000 for Citywide repairs and replacement projects. 9. Community Facilities Districts Annual Reporting for Fiscal Year Ending June 30, 2024. Receive and file the Community Facilities Districts Report for the Fiscal Year Ending June 30, 2024 pursuant to Senate Bill 165. 10. Amendment No. 1 - Cooperative Agreement Between the City of Chino and the City of Chino Hills for the Chino Hills Parkway Street Rehabilitation Project (R7231). Approve amendment no. 1 to Cooperative Agreement with City of Chino Hills for the Chino Hills Parkway Street Rehabilitation Project (R7231). 11. Amendment No. 1 with HR Green Pacific, Inc. for the Community Development Block Grant (CDBG) Program Alley Improvement Project FY 23-24 (SN240). Approve Amendment No. 1 for $3,800 with HR Green Pacific, Inc., (Contract No. 2025-076) for the Community Development Block Grant (CDBG) Program Alley Improvement Project FY 23-24 (SN240) for a revised total contract amount not to exceed $52,657.10. 12. Award Professional Services Agreement - Engineering Design and Bid Support Services for the Local Street Rehabilitation Project FY2025 (ST251). Award a professional services agreement with HR Green Pacific, Inc. for $408,990 for the Local Street Rehabilitation Project FY2025 (ST251). 13. Construction Credit and Reimbursement Agreement with Chino Development Corporation, a California Corporation, and Chino Preserve Development Corporation, a California Corporation for the Construction of the Southern California Edison (“SCE”) Easement Trail Improvements in The Preserve. Approve a construction credit and reimbursement agreement with Chino Development and Chino Preserve Development Corporation for an amount not to exceed $3,278,269.60 for the construction of the SCE Easement Trail Improvements in The Preserve. CHINO CITY COUNCIL DECEMBER 17, 2024 4 NEW BUSINESS 14. Introduction of Ordinance No. 2024-013, Repealing Chapters 3.32 and 3.34 of the Chino Municipal Code and Adopting a new Chapter 3.32 Purchasing Ordinance. Approve the introduction of Ordinance No. 2024-013, repealing Chapters 3.32 and 3.34 of the Chino Municipal Code and adopting a new Chapter 3.32, to update the Purchasing Ordinance. Staff Report By: Jizelle Sandoval, Purchasing Manager RECOMMENDATION: Approve the introduction of Ordinance No. 2024-013, to be read by number and title only, and waiving further reading of the Ordinance, repealing Chapters 3.32 and 3.34 of the Chino Municipal Code and adopting a new Chapter 3.32, to update the Purchasing Ordinance, including the adjustment of the capitalization threshold, with an effective date retroactive to Fiscal Year 2024. ORDINANCE NO. 2024-013 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CHINO, CALIFORNIA, REPEALING CHAPTERS 3.32 AND 3.34 OF THE CHINO MUNICIPAL CODE, AND ADOPTING A NEW CHAPTER 3.32 ESTABLISHING A PURCHASING SYSTEM 15. Purchase Orders - FY2024-2025 City Fleet Vehicles. Approve purchase orders to various vendors for the purchase of thirty-nine (39) City Fleet Vehicles for Fiscal Year 2024-2025 for a total amount of $1,799,959.92. Staff Report By: Isaac Moreno, Equipment Mechanic Supervisor RECOMMENDATION: Approve purchase orders to 1) M.K. Smith Chevrolet, Chino, CA, for $579,729.20 for the purchase of twelve (12) vehicles; 2) Western Truck Exchange, Los Angeles, CA, for $134,309.75 for the purchase of one (1) vehicle; 3) RCA Investments, Inc., Long Beach, CA, for $69,582.56 for the purchase of two (2) vehicles; 4) Warren Anderson Ford, Riverside, CA, for $805,229.76 for the purchase of nineteen (19) vehicles; 5) Saba Holding Company, LLC, Corona, CA, for $90,922.28 for the purchase of two (2) vehicles; 6) Fleet Vehicle Source, Inc., Covina, CA, for $60,645.62 for the purchase of two (2) vehicles; 7) Transwest Truck Center, LLC, Fontana, CA, for $59,540.76 for the purchase of one (1) vehicle; and 8) authorize the City Manager to execute all necessary documents on behalf of the City. 16. City Council Committee Assignments. Approve the Council Committee Assignments as presented for 2025-2026 to the various boards, committees, and commissions.
