Those persons wishing to speak on any item included on the agenda, or on any matter within the subject matter jurisdiction of the Planning Commission, are invited to fill out and submit to the Recording Secretary a “Request to Speak” form (name and address optional) which is available at the entrance to the City Council Chambers. Additionally, members of the public may submit electronic inquiries or comments by submitting emails to Planning@cityofchino.org. Please state your name for the record and limit your remarks to three minutes. If you have an item that will require discussion, please request that the item be placed on the next Planning Commission meeting agenda. PRESENTATIONS 1. City of Chino Public Safety, Roads, Essential Services Protection Measure CONSENT CALENDAR At this time, members of the public may present testimony as to why an item should be removed from the Consent Calendar for separate discussion. Unless a member of the public or Planning Commission requests that an item be removed from the Consent Calendar, all items will be acted upon on one summary vote. Items removed from the Consent Calendar will be acted upon separately, following the Public Hearing procedures. CHINO PLANNING COMMISSION DECEMBER 20, 2023 2 2. Minutes. Regular Meeting of November 15, 2023 (Absent: Brandon Blanchard - Excused) PUBLIC HEARING The public will be given an opportunity to speak on each of the items listed below. Following a presentation and questions from the Planning Commission to staff, the chairperson will open the public hearing. At that time, the applicant will be permitted ten minutes to present their case. Members of the public will then be permitted five minutes to speak. After all have spoken, the applicant is permitted three minutes to summarize. The public hearing is then closed; however, the Planning Commission may, at its discretion, reopen the public hearing to receive additional public testimony. It is requested, but not required, that any members of the public addressing the Planning Commission state their name for the record prior to making your remarks. 3. Amendment of Development Agreement with Hillsborough Phase III, LLC and PL16-0357.TE03 (Time Extension) - A request to amend the Development Agreement with Hillsborough Phase III, LLC pursuant to California Government Code, Section 65864, et. Seq., related to PL16-0357 (Site Approval) for the construction of a three-story, 49,711-square foot senior citizen apartment building consisting of 62 housing units on 1.42 acres of land located in the CG (Commercial General) zoning district at 11918 Central Avenue (APN: 1014-621-48), which included a density bonus and additional development incentives for its provision of affordable housing. The project has been determined to be exempt from the California Environmental Quality Act (CEQA) Guidelines pursuant to Section 15332, Infill Development Projects. The requested amendment is to extend the entitlement for one additional year and to allow an additional 2 years for the completion of the project. A request to amend the Development Agreement with Hillsborough Phase III, LLC Staff Report By: Brian Wright-Bushman 4. PL23-0059 (Site Approval) - A request for approval to construct two speculative industrial buildings totaling 93,720 square feet on a 4.66-acre parcel of land (Building 1 is proposed to be 44,560 square feet and Building 2 is 49,160 square feet), located in the Light Industrial (M1) zoning district at 13575 Benson Avenue (APN: 1020-481-01). The project is exempt from the California Environmental Quality Act (CEQA) Guidelines pursuant to Section 15332, Infill Development. PL23-0059 (Site Approval) Staff Report By: Brian Sitton 5. Amendment to the 2021-2029 Housing Element Update and amendment to Title 20 (Zoning) of the Chino Municipal Code consisting of modifications to Sections 20.04.030 (Use regulations), 20.09.090 (Overlay districts for affordable housing), and 20.21.340 (Senior housing projects) to address additional California Department of Housing and Community Development (HCD) comments. 2021-2029 Housing Element Revisions Staff Report By: Michael Hitz, Principal Planner NEW BUSINESS DIRECTOR'S REPORT COMMISSION COMMENTS CHINO PLANNING COMMISSION DECEMBER 20, 2023 3 ADJOURNMENT Adjourn to a regular meeting of the Planning Commission on January 17, 2024 at 6 p.m. in these Council Chambers.
