Falls Municipal Code.

(a) Consider Resolution #2026-18 Entitled: Resolution Final Plat of Wissota Lane.
(b) Consider Resolution #2026-19 Entitled: Resolution Approving a Certified Survey Map (Two lot

(a) Discuss and consider request from CF QOZB, LLC for rezoning a 13.32-acre parcel south of

(b) Discuss and consider approval of the proposal from Langford’s Caulking for repairs to the Police
Department Building to eliminate water issues in an amount not to exceed $9,900 with funding to

repair with funding to come from the Wastewater Operating Account. (Committee #1)
(d) Discuss and consider directing the Department Heads to provide a list of priority buildings for
Committee #4 to review in relation to the City’s Capital Improvement Plan process. (Committee #4)
(e) Discuss and consider possible sale of City-owned land, Parcel #22809-1422-71486001.

MINUTES OF THE REGULAR MEETING OF THE COMMON COUNCIL
The regular meeting of the Common Council of the City of Chippewa Falls was held on Tuesday,
July 7, 2026 in the City Hall Council Chambers. Council President Paul Nadreau called the meeting to order
at 6:30 pm. The Pledge of Allegiance was recited.
Council President Nadreau made a statement that he is chairing the meeting in the Mayor’s absence but is
retaining the right to vote as an alderperson during the meeting.
CLERK CALLS THE ROLL
Council Members present: John Monarski, Rob Kiefer, Jody Marr (arrived at 6:33 pm), Chuck Hull, Dan
Dixon, Paul Nadreau, and Tim Normand. Mayor Jason Hiess arrived at 6:37 pm.
Also Present: City Attorney Sam Bach-Hanson; Finance Manager/Treasurer Lynne Bauer; Director of Public
Works/Utility Manager Brandon Cesafsky; City Planner/Transit Manager Brad Hentschel; Police Sgt Steve
McMahon; Fire Chief Brian Tonnancour; City Clerk Bridget Givens; and those on the attached sign-in sheet.
APPROVAL OF MINUTES OF PREVIOUS MEETING
(a) Motion by Monarski/Normand to approve the minutes of the Council Meeting of June 16, 2026. All
present voting aye, motion carried.
(b) Motion by Monarski/Kiefer to approve the minutes of the Special Council Meeting of June 29, 2026. All
present voting aye, motion carried.
PERSONAL APPEARANCES BY CITIZENS
(a) Rick Flynn, 1304 Perry St, appeared to express his concern regarding the need to replace the City’s 30-
year-old fire truck. He also expressed thanks for the hospital returning to the City.
PUBLIC HEARINGS
(a) Director of Public Works/Utility Manager Cesafsky provided an overview of the plan. Mayor Hiess opened
a Public Hearing regarding the proposed change of districts in the Zoning Ordinance for Parcel #22908-3114-
753690001, Northwest of 1st Avenue and State Avenue intersection from R-1B Single-Family Residence
District to R-2 Two-Family Residence District at 6:35 pm. Mark Erikson, 711 S Hillcrest Pkwy, Altoona,
appeared on behalf of the project and was available for questions. There being no further requests to speak,
the Public Hearing was closed at 6:37 pm.

(a) Committee #1 Revenues, Disbursements, Water, and Wastewater minutes of June 23, 2026.
(b) Committee #2 Labor Negotiations, Personnel, Policy and Administration minutes of
June 23, 2026.
(c) Committee #3 Transportation, Construction, Public Safety and Traffic minutes of June 30, 2026.
APPLICATIONS
(a) Motion by Monarski/Hull to approve the conditional surrender from Carmen Muenich (Brass Lantern
Saloon) of the Class “B”/“Class B” Intoxicating Liquor and Malt Beverage License predicated upon the
granting of the license to Terry Comero/Dick Dawg Holdings, LLC. All present voting aye, motion carried.

(b) Terry and Joelle Comero were present to discuss their timeline and plans for remodeling the location.
They intend to be open just after the first of the year. Motion by Kiefer/Marr to approve the Alcohol Beverage
License Application of Dick Dawg Holdings, LLC, Terry Comero, Agent, for a Class “B”/“Class B” Intoxicating
Liquor and Malt Beverage License for Dick’s Half Way Inn located at 130 Fleet Street, with the understanding
that the applicant will not be meeting the continuation of business ordinance until after the first of the year. All
present voting aye, motion carried.
(c) Motion by Monarski/Normand to approve the Alcohol Beverage License Application of Jack NoOne,
LLC, Jason Boehm, Agent, for a Class “B”/“Class B” Intoxicating Liquor and Malt Beverage License for That’s
a Wrap Eats & More located at 19 W Central Street. All present voting aye, motion carried.
(d) Motion by Nadreau/Normand to approve the appointment of Kelly Sommer as Successor Agent for Kwik
Trip Store #381 (1010 Woodward Avenue) in relation to their alcohol beverage license. All present voting
aye, motion carried.
(e) Motion by Kiefer/Dixon to approve the Sidewalk Use Permit Application of Jeremy Stary to place two
memorial benches adjacent to his business located at 510 N Bridge Street in accordance with the
recommendation of Committee #3. All present voting aye, motion carried.

(a) Motion by Kiefer/Dixon to Suspend the Rules pursuant to Ord. 2.24 relative to the reading requirements
under Ord. 2.25 requiring a second reading on a separate day, and proceed to immediately vote on
Ordinance #2026-09. Roll Call Vote: Aye – Kiefer, Dixon, Nadreau, Normand, Monarski, Marr, Hull.
Motion carried. Motion by Kiefer/Dixon to approve Ordinance #2026-09 Entitled: An Ordinance Amending
the Zoning Code of the City of Chippewa Falls (Parcel #22908-3114-753690001 at 1st Avenue and State
Avenue). Roll Call Vote: Aye – Kiefer, Dixon, Nadreau, Normand, Monarski, Marr, Hull. Motion carried.
(b) The First Reading of Ordinance #2026-10 Entitled: An Ordinance Repealing and Recreating
Chapter 9, §9.125 (Convicted Child and Violent Sex Offenders Restricted) of the City of Chippewa Falls
Municipal Code was held.
RESOLUTIONS
(a) Motion by Nadreau/Hull to approve Resolution #2026-17 Entitled: A Resolution to Combine Wards in
the City of Chippewa Falls for the August 11, 2026 Partisan Primary. Roll Call Vote: Aye – Nadreau, Hull,
Dixon, Normand, Monarski, Kiefer, Marr. Motion carried.
OTHER NEW/UNFINISHED BUSINESS
(a) Motion by Normand/Nadreau to approve the Public Infrastructure Development Agreement between the
City of Chippewa Falls and CDPG Developers, LLC for the Summit Ridge Phase I Development. Roll Call
Vote: Aye – Normand, Nadreau, Monarski, Kiefer, Marr, Hull, Dixon. Motion carried.
(b) Motion by Nadreau/Hull to approve the State Trunk Highway Connection Application permitting the Old
Abe State Trail within the State Highway 178 right-of-way. Roll Call Vote: Aye – Nadreau, Hull, Dixon,
Normand, Monarski, Kiefer, Marr. Motion carried.
(c) Motion by Hull/Marr to approve the recommendation of the Board of Public Works to appoint Veronica
Aranda to the Groundwater Technical Review Committee. Roll Call Vote: Aye – Hull, Marr, Dixon, Nadreau,
Normand, Monarski, Kiefer. Motion carried.
(d) Motion by Dixon/Marr to approve the process to review the rates for the Police Department hourly flat-
rate billing costs on an annual basis by taking the average of the highest and lowest paid officer, including
benefits, to determine an hourly rate. Roll Call Vote: Aye – Dixon, Marr, Hull, Nadreau, Normand,
Monarski, Kiefer. Motion carried.

(e) Motion by Dixon/Nadreau to approve funding for replacement of keypads at the Fire Department in the
amount of $7,586.50 from unspent wages. Roll Call Vote: Aye – Dixon, Nadreau, Normand, Monarski,
Kiefer, Marr, Hull. Motion carried.
(f) Motion by Dixon/Normand to approve the replacement of Fire Department gear with funding to come
from unspent wages or reserves. Roll Call Vote: Aye – Dixon, Normand, Monarski, Kiefer, Marr, Hull,
Nadreau. Motion carried.
(g) Motion by Marr/Hull to approve the purchase of a propeller to replace the jet prop on the Fire Department
boat with funding to come from the Fire Department Sale of Scrap account and be offset by the trade-in value
of the jet prop. Roll Call Vote: Aye – Marr, Hull, Dixon, Nadreau, Normand, Monarski, Kiefer. Motion
carried.
(h) Motion by Normand/Marr to approve the purchase of a chain pipe cleaner in the amount of $10,821 from
the Wastewater Operating Account. Roll Call Vote: Aye – Normand, Marr, Hull, Dixon, Nadreau,
Monarski, Kiefer. Motion carried.
(i) Motion by Monarski/Marr to approve the updated job description for the Wastewater Supervisor Position.
Roll Call Vote: Aye – Monarski, Marr, Hull, Dixon, Nadreau, Normand, Kiefer. Motion carried.
(j) Motion by Hull/Marr to approve authorizing City Planner Hentschel to work on negotiating a lease with
Xcel Energy/NSP and the DNR for the Chippewa River Boat Landing adjacent to the Street Shop as well as
pursuing future acquisition of the property. Roll Call Vote: Aye – Hull, Marr, Dixon, Nadreau, Normand,
Monarski, Kiefer. Motion carried.
(k) Motion by Normand/Hull to approve the Medical Transportation Service Agreements between the City of
Chippewa Falls Fire and Emergency Services and various care facilities including the corrections to dates and
addresses. Roll Call Vote: Aye – Normand, Hull, Dixon, Nadreau, Monarski, Kiefer, Marr. Motion
carried.

(a) Motion by Kiefer/Nadreau to approve the claims as recommended by the Claims Committee.

CLOSED SESSION
(a) Motion by Monarski/Nadreau to go into Closed Session at 7:03 pm under Wis. Stats. Sec. 19.85(1)(e) for
“deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting
other specified public business, whenever competitive or bargaining reasons require a Closed Session” to
discuss and consider the following:
i. Potential site location for future business park.
ii. EMS per capita rates; and to include the Council, Mayor, City Attorney, Bauer, Givens,
Hentschel, Cesafsky, Representatives from Chippewa County, and Tonnancour; may return to
Open Session for possible action on Closed Session item.
Roll Call Vote: Aye – Monarski, Nadreau, Normand, Kiefer, Marr, Hull, Dixon. Motion
carried.
Council discussed Item (i) and (ii) above.
Motion by Kiefer/Monarski to return to Open Session at 9:06 pm. Roll Call Vote: Aye –
Kiefer, Monarski, Marr, Hull, Dixon, Nadreau, Normand. Motion carried.
