MINUTES CICERO TOWN COUNCIL MEETING August 20, 2013, Town Hall 7:00 PM Cicero Town Hall, 70 N. Byron Street Call To Order: President Jerry Cook called the meeting to order and led the Pledge of Allegiance. Mr. Dennis Schrumpf gave prayer. President Cook called for the roll call and the members of the Town Council were present or absent as follows: Present: Jerry Cook Absent: Brett Foster Kay Hartley Eric Hayden Dennis Schrumpf President Cook declared a quorum present. Others Present: Charlie Cambre, Park Superintendent Pat Comer, Street & Utilities Director Dave Hildebrand, Police Chief (recording secretary for this meeting) Bruce Scherer, Asst. Fire Chief Paul Munoz, Director Cicero/Jackson Township Plan Commission John Culp, Town Attorney Paul Utterback, President Storm Water Management Board Approval of Agenda Mr. Cook adds under old business Council to consider change order to paving bid. Mr. Foster made a motion to approve the agenda as amended. Mr. Schrumpf seconded, motion passed. Approval of Prior Minutes: Town Council Meeting Minutes for July 16, 2013 – Mr. Hayden made a motion to approve the Minutes for August 6, 2013. Ms. Hartley seconded, motion passed. Approval of Claims Mr. Hayden made a motion to approve the claims, Mr. Foster seconded, motion passed. Petitions by Citizens Mr. Brad Baker addresses Council regarding the ordinance on farm animals in Town. Mr. Munoz explained how the issue was being addressed and that it is being further reviewed by legal counsel. Mr. Culp advised that the existing zoning ordinance should be sufficient. President’s Report President Cook stated that he didn’t have anything this evening. Council Committee Reports There were none. Legal Counsel Report- John Culp: Mr. Culp stated that he had nothing at this time. Cicero/Jackson Township Plan Commission Report – Dan Strong – No Report 1 Town Engineer Report See attached report. Old Business Council To Award Bid For 2013 Paving Project – Mr. Schrumpf makes a motion to accept paving bid from E & B paving in the amount of $136,907.43 with the addition of the change order bid as follows: $23,730.81 for Police lot paving and $3,500.00 for ballpark handicap paving. Ms. Hartley seconded, motion passed, bids accepted. New Business Council To Consider Resolution 08-20-2013-1 Transfer Of Funds For Fire. Ms. Hartley makes motion to approve the transfer, Mr. Hayden seconded, motion passed. Council To Have First Reading Ordinance 08-20-2013-2 An Ordinance To Amend Section 50.04 Of Chapter 50 Of Title 5 Of The Cicero Municipal Code By Amending The Code Pursuant To I.C. 36-1-4, I.C. 36-1-5, And I.C. 8-1.5-4 ET. SEQ. Concerning Fire Protection Hydrant Rental And To Set For Public Hearing. Mr. Cook reads ordinance amendment and makes a motion for first reading, Mr. Schrumpf seconded, motion passed. Mr. Foster makes motion to set public hearing for Sept. 17th. Ms. Hartley seconded, motion passed. Miscellaneous Business - Nothing Comments from the Public Mr. Mike Murphy advised that the railroad crossing on Brinton St. was in need of repair. Mr. Cook advised that the Street and Police Departments were addressing the issue with the Transportation Museum. Signatures on Official Documents! Mr. Foster made a motion to adjourn the Town Council Meeting. Mr. Schrumpf seconded. Motion to adjourn passed. __________________________ Jerry G.
