4 TOWN OF CICERO TOWN COUNCIL MEETING MINUTES May 6, 2014 At 7:00 PM Call To Order: Call To Order: President Dennis Schrumpf called the meeting to order, led the Pledge of Allegiance and gave the prayer. Mr. Schrumpf called for the roll call and the members of the Town Council were present or absent as follows: Present: Brett Foster Absent: Jerry Cook Kay Hartley Eric Hayden Dennis Schrumpf President Schrumf declares a quorum present. Others Present: Pat Comer, Street & Utilities Director Dave Hildebrand, Police Chief John Culp, Town Attorney Jan Unger, Clerk/Treasurer (Late) Approval of Agenda: Mr. Cook made a motion to approve the agenda as presented. Mr. Foster seconded, motion passed. Approval of Prior Minutes: Town Council Meeting Minutes, April 15, 2014, 7:00 PM - Mr. Cook made a motion to approve the minutes of the April 15th meeting as presented. Ms. Hartley seconded, motion passed. Approval of Claims: Ms. Hartley made a motion to approve the claims as presented, Mr. Foster seconded, motion passed. Old Business Council To Approve Heating And Cooling Contractor And Approve President To Sign Document. After reviewing the proposals from last meeting and recognizing the recommendation of the department heads Mr. Hayden makes a motion to accept Heat Pro as the heating and cooling contractor and authorizes Mr. Schrumpf to sign the contract. Ms. Hartley seconded, motion passed. New Business Council To Consider Ordinance 05-06-2014-1 A Drug Free Workplace Ordinance And Approve President To Sign. Ms. Hartley inquires of legal counsel if this ordinance replaces the town’s current ordinance. Mr. Culp advised no, that this new ordinance was necessary to satisfy OCRA  grant requirements. Mr. Cook made a motion to pass Ordinance 05-06-2014-1 A Drug Free Workplace Ordinance. Mr. Foster seconded, motion to approve passed. Town Council To Open Bids For 2014 Resurfacing Project. Bids were as follows: Ms. Hartley opened a bid from Globe Paving; the bid amount is $211,936.00 Mr. Cook opened a bid form Grady Brothers; the bid amount is $227,900.00 Mr. Schrumpf opened a bid from Milestone Paving; the bid amount is $268,500.00 Mr. Foster opened a bid from E & B paving; the bid amount is $208,212.00 Mr. Foster opened a bid from Midwest Paving; the bid amount is $206,581.78 Mr. Hayden opened a bid from Baumgartner and Sons Paving; the bid amount is $239,505.00 Mr. Foster made a motion to take the bids under advisement for review by legal counsel and Utility Director Comer. Ms. Hartley seconded, motion passed. Comments by Citizens: None Motion To Adjourn: Mr. Hayden makes a motion to adjourn, Ms. Hartley seconded, meeting adjourned at 7:20 pm.
