4 TOWN OF CICERO TOWN COUNCIL MEETING MINUTES January 6, 2015 At 7:00 PM Call To Order: President Dennis Schrumpf called the meeting to orde, led the Pledge of Allegiance an gave the prayer. President Schrumpf called for the roll call and the members of the Town Council were present or absent as follows: Present: Brett Foster Absent: Chad Amos Kay Hartley Eric Hayden Dennis Schrumpf President Schrumpf declared a quorum present. Others Present: Jan Unger, Clerk Treasurer Pat Comer, Street & Utilities Director Dave Hildebrand, Police Chief Steve Peachey, Fire Chief Paul Munoz, Cicero/Jackson Township Plan Commission Director Aaron Culp, Town Attorney Kelleigh Fagan, Town Attorney Election of Officers President of the Council – Mr. Schrumpf called for nominations for Council President. Mr. Amos nominated Ms. Hartley for President. Mr. Hayden seconded. There were no other nominations. Mr. Schrumpf called for a vote. The vote was 5-0 in favor. Vice-President of Council – Ms. Hartley took over as President. Ms. Hartley called for nominations for Council Vice-president. Mr. Amos nominated Mr. Foster for Vice-president. Mr. Schrumpf seconded. There were no other nominations. Ms. Hartley called for a vote. The vote was 5-0 in favor. Ms. Hartley announced that there would be no other appointments made this evening. Approval of Prior Minutes: Town Council Meeting Minutes of December 16, 2014 –Mr. Schrumpf made a motion to approve the December 16th, 2014 Minutes. Mr. Amos seconded, motion passed. Town Council Meeting Minutes of December 30, 2014 - Mr. Schrumpf made a motion to approve the December 30th, 2014 Minutes. Mr. Foster seconded, motion passed. Approval of Agenda: Mr. Hayden made a motion to approve the agenda as presented minus the appointments. Mr. Amos seconded, motion passed. Approval of Claims: Mr. Hayden made a motion to approve the claims as presented. Mr. Foster seconded, motion passed. Petitions by Citizens: 1  There were none. President’s Report: President Hartley had nothing. Council Committee Reports: There were none. Legal Counsel Report-Aaron Culp: Mr. Culp stated that he had nothing at this time. Cicero/Jackson Township Plan Commission Report-Mr. Munoz: Mr. Munoz informed the Council that his department was working on the end of the year report and would distribute it to the Town Council and Plan Commission as soon as it was complete. Mr. Munoz stated that Ms. Tina Henderson was here to speak with the Council on the Downtown Revitalization Plan/Main Street Organization. Ms. Henderson reviewed a revised Preliminary Timeline for the project. Ms. Henderson stated that she had a letter to the Indiana Office of Community and Rural Affairs for the Council President to sign. She stated she would need to update it with the new President’s name and then she would send the revision to Ms. Unger for Ms. Hartley to sign. Town Engineer Report-Mr. Keith Bryant: Mr. Bryant was not available. Written report attached. Old Business: Council To Consider Contract with Church, Church, Hittle & Antrim, for Town Attorney For 2015. There was a brief discussion regarding the agreement. Mr. Culp stated that this agreement did not include insurance benefits but the amount paid for previous benefits were added to the monthly fee. Mr. Hayden made a motion to approve the Agreement for Legal Services between Town of Cicero and Church, Church, Hittle & Antrim, Attorneys and allow Ms. Hartley to sign. Mr. Schrumpf seconded, motion passed. New Business There was none. Miscellaneous Chief Hildebrand informed the Council that the Police Department would like to send a letter of intent to the Indiana Department of Homeland Security for a grant to assist with the video camera across the causeway. The grant is for $4,000. Chief Hildebrand stated that the letter of intent had to be submitted by January 15th and asked for permission to do so. Mr. Amos made a motion to approve submitting the letter of intent. Mr. Foster seconded, motion passed. Comments By Citizens Mr. Bruce Freeman inquired about the amount of the agreement with Church, Church, Hittle & Antrim. Mr. Foster stated the amount of the Agreement was for $4,739.33 a month or $56,871.97 a year. Signatures on Official Documents! 2 Motion To Adjourn: Mr. Foster made a motion to adjourn. The alley chip and seal work and final restoration will complete the project in thespring. 2.Hidden Bay Water project: We have conducted field work and are at a 30% level with thedesign, plan and specification preparation. 3.UV Project: We have performed preliminary tasks, existing structure CAD drawing preparation,specification preparation and continued evaluation of possible replacement equipmentmanufacturers.
