TOWN COUNCIL MEETING MINUTES
September 9, 2015
At 7:00 PM
Call To Order: President Kay Hartley called the meeting to order.

President Hartley declared a quorum present.
Others Present: Jan Unger, Clerk Treasurer

Keith Bryant, Town Engineer
Ms. Hartley stated that the purpose of this meeting was to open bids for the SR 19 Sidewalk project
and the Brinton Street paving project. Ms. Hartley stated that the bids could not be opened until 6:40
PM.
Mr. Bryant stated that he had United’s review of the Ultraviolet Disinfection System Replacement
project and he could go over that while we were waiting to see if additional bids came in on the other
projects. Ms. Hartley agreed.
Mr. Bryant distributed the letter prepared by United describing the scope of the project and the bids.
The low bid for the Base Bid Alternate No. 2 (which is the system that United and Mr. Comer prefer)
was $347,500 by Maddox and the high bid was $393,500 by Ottenweller. Mr. Bryant stated that the
bids were very competitive.
Mr. Bryant stated that the low bid was incomplete and therefore it should not be considered. Mr. Culp
agreed. Mr. Bryant then informed the Council that the second lowest bid was $370,700 from
Thieneman Construction, Inc. Mr. Bryant stated that this was still a very good bid and well under the
pre-bid engineer’s estimate of $455,700. Mr. Bryant stated that the Council can take this information
and evaluate it prior to the bid being awarded on September 10th at the next Town Council/Department
Head meeting.
Council To Open Bids For SR 19 Sidewalk Project
The Council received four bids for the SR 19 Sidewalk Improvements Project. There was an
option for Base Bid Alternate No. 1 for 2015 and Base Bid Alternate No. 2 for 2016.
Mr. Schrumpf opened the bid from Tragesser Concrete Forms, Inc. They chose to only bid
Alternate Bid No. 2 for $68,607.
Mr. Amos opened the bid from Prater & Sons Concrete, Inc. They chose to only bid Alternate
Bid No. 1 for $65,327.
Ms. Hartley opened the bid from Dorsey Enterprises. They chose to bid both Alternate No. 1
and Alternate No. 2 and the bid amount was the same for both at $61,618.69.

These bids were taken under advisement and will be awarded on September 10, 2015 at the
next Town Council/Department Head meeting.
Council To Open Bids For Brinton Street Widening Project
The Council received two bids for the Brinton Street Widening Project. There was an option
for Base Bid Alternate No. 1 for 2015 and Base Bid Alternate No. 2 for 2016.
Mr. Schrumpf opened the bid from Midwest Paving.
Base Bid Alternate No. 1 for 2015 the bid was $118,949.00.
Base Bid Alternate No. 2 for 2016 the bid was $105,826.50.
Mr. Amos opened the bid from Rieth-Riley Construction.
Base Bid Alternate No. 1 for 2015 the bid was $157,965.00.
Base Bid Alternate No. 2 for 2016 the bid was $162,422.00.
There was a discussion about the bids. Mr. Bryant stated that the engineer’s pre-construction
estimate was $123,000. The Council discussed if the project should be completed this year and
there was a consensus that they would like for it to be. There was a discussion as to where the
money would come from. Ms. Unger suggested splitting up the cost in three different funds if
we proceed this year so Mr. Comer could pave Main Street as originally planned. Mr. Comer
will get an estimated cost for paving Main Street and let Ms. Unger know and they will report
at the meeting tomorrow when the bids are awarded.

Mr. Schrumpf made a motion to adjourn. Mr. Amos seconded, motion passed.
