4 TOWN OF CICERO TOWN COUNCIL MEETING MINUTES Tuesday, November 1, 2016 At 7:00 PM Call To Order: President Brett Foster called the meeting to order and led the Pledge of Allegiance. Mr. Foster said the prayer. Mr. Foster called for the roll call and the members of the Town Council were present or absent as follows: Present: Brett Foster Absent: Chad Amos Chris Lutz Rusty Miller Craig Penwell Declare a quorum present. Others Present: Jan Unger, Clerk Treasurer Charlie Cambre, Park Superintendent Pat Comer, Street & Utilities Director Dave Hildebrand, Police Chief Lance Overholser, Fire Chief Dan Strong, Cicero/Jackson Township Plan Commission President Keith Bryant, Town Engineer John Culp, Town Attorney Approval of Agenda: Mr. Miller asked to remove the two items relating to the Baseball Facility and Hamilton Heights Amateur Sports Association. Mr. Amos made a motion approve the agenda as amended. Mr. Miller seconded, motion passed Approval of Prior Minutes: Town Council/Department Head Meeting, October 13, 2016 - Town Council Executive Session Memorandum, October 18, 2016, 7:00 P Town Council Meeting Minutes, October 18, 2016, 7:00 PM – Mr. Amos made a motion to approve the Town Council/Department Head meeting, October 13, 2016, 7:00 PM, 7:00 PM; Town Council Executive Session Memorandum, October 18, 2016, 7:00 PM; and Town Council Meeting Minutes, October 18, 2016, 7:00 PM. Mr. Miller seconded, motion passed. Approval of Claims: Ms. Unger asked the Council to include the bill for the lights for the pocket park with these claims. Mr. Amos stated that it was less than the original quote. Mr. Penwell made a motion to approve the claims as presented including the lights invoice. Mr. Lutz seconded, motion passed. Petitions by Citizens: There were none. President’s Report: 1. Mr. Foster stated that the State of the Town was very good. Council Committee Reports: 1. Events Committee – No report. 1 Legal Counsel Report- John Culp: 1. Mr. Culp had nothing to report Cicero/Jackson Township Plan Commission Report-Mr. Strong 1. Update on Arbor Homes – Mr. Strong stated that he has heard nothing from Arbor Homes. 2. Mr. Strong stated that he is putting together a search committee and working on a timeline for the Plan Commission Director position. Mr. Penwell mentioned that we have received a resume` and Mr. Strong stated that he has contacted that person. Mr. Strong stated that we are still working on the criteria. Town Engineer Report-Mr. Keith Bryant – Mr. Bryant addressed the following: 1. United has prepared a letter to IDEM giving them an update on our progress with the I & I investigation. He asked the Council to approve and give permission for Mr. Foster to sign. Mr. Amos made a motion to approve the letter and give permission for Mr. Foster to sign. Mr. Penwell seconded, motion passed. 2. Mr. Amos inquired about the progress of Dorsey Enterprises Concrete LLC. Mr. Strong stated that they have done the dirt work but have not seeded. The Council suggested that a letter be send to Dorsey addressing the issue. Mr. Bryant stated due to the lateness in the year the seeding will probably have to wait until spring but he would like to see some seed and straw down now. Old Business: Town Council To Move Forward With Study Of Jackson Street and Main Street Intersection And With Study Trail Linking Jackson Street And Main Street To Community Park. Mr. Penwell was originally planning to have a vendor present to the Council their plan for the Jackson and Main Street intersection. Mr. Munoz had facilitated a meeting a meeting with the vendor. Mr. Penwell informed the Council that he would like to take a step back and invite some other companies to respond to a request for proposals. These requests for proposals will go out tomorrow and he plans to meet with everyone submitting a proposal on November 9th. This project is on the top five concerns for the Council and he is trying to move it forward. New Business There was none. Miscellaneous 1. Ms. Unger informed the Council that Mr. Comer, Mr. Cambre, Ms. Kmicikewycz and she went to Indianapolis today and met with the Commissioner for IDEM. The Town was presented with the Indiana Clean Communities award. The Town has applied for this and stated in their application that it would work toward five improvements to make our Town cleaner: 1. The Town would work on electrical conservation, all departments are doing this by evaluating and replacing bulbs with LED at this time; 2. Increase recycling and recycling awareness, notices on bills have been distributed; 3. Committed to planting 25 trees per year, Mr. Cambre is spear heading this project; 4. Development of low impact plans for storm water, Mr. Comer is working on this project, and 5. Prescription drug collection box/sites, Chief Hildebrand is currently working on this project and CVS is providing a collection location. Ms. Unger stated 2 that the IDEM was very excited to be presenting this award to a small community and they are looking forward to seeing how we progress. Ms. Unger showed the plaque and the two street signs. Mr. Comer asked the Council where they thought the signs should be placed. There was a discussion and then Mr. Penwell made a motion to approve the signs being placed on Jackson East and West coming into town. Mr. Lutz seconded, motion passed. Mr. Penwell stated that it would be nice to have one coming in from the North also. Mr. Comer stated that we may be able to get an additional sign and he would check. 2. LED Lighting – Chief Hildebrand stated that he is looking into this now and that there were three aspects to the lighting; building lights, downtown street lights, and the street lights in the additions. Mr. Penwell inquired if it would be better to have each department take care of their own building and Chief Hildebrand stated he thought that it would be cheaper to consolidate efforts. 3. Mr. Comer introduced Hunter Lewis and Luke Rhinebarger. Mr. Comer stated that Hunter Lewis, for his Eagle Scout project, painted all of the fire hydrants in Town. Several scouts helped, Mr. Rinebarger was one of them. The Council thanked Mr. Lewis for the good work. Comments By Citizens There were none. Signatures on Official Documents!
