TOWN COUNCIL MEETING MINUTES
Tuesday, December 20, 2016
At 7:00 PM
Call to Order: President Brett Foster called the meeting to order. Mr. Foster led the Pledge of
Allegiance and said the prayer. Mr. Foster called for the roll call and the members of the Town
Council were present or absent as follows:

Mr. Foster declared a quorum present.

Aaron Culp, Town Attorney
Paul Utterback, Storm Water Management Board President
Approval of Agenda:
Mr. Amos made a motion to approve the agenda as presented. Mr. Miller seconded,
motion passed.
Approval of Prior Minutes:
Town Council Meeting Minutes, December 15, 2016, 7:00 PM –
Town Council Meeting Minutes, December 6, 2016, 7:00 PM –
Mr. Amos made a motion to approve both prior minutes as presented. Mr. Lutz
seconded, motion passed.
Approval of Claims:
Mr. Amos made a motion to approve the claims as presented. Mr. Penwell seconded,
motion passed.
Petitions by Citizens: There were none.
President’s Report:
1. School Proclamation – Tabled.
Council Committee Reports:
1. Events Committee: There was nothing.
Legal Counsel Report - Aaron Culp: There was nothing.
Cicero/Jackson Township Plan Commission Report - Mr. Strong:
1. Arbor Homes Update – Tabled by the Plan Commission. Mr. Strong stated that the Plan
Commission needed clarification on some points. This will be back on the agenda
January 11, 2017.
2. Plan Commission Director Search Committee – Mr. Strong had nothing to report as he
has no new applications for the position.
3. Reached out to Mr. Bryant on I & I, IDEM and infrastructure costs for his input regarding
the Arbor Homes project.

Town Engineer Report - Mr. Keith Bryant:
Mr. Bryant was not present.
Old Business:
Council to Consider Proposals for Main and Jackson Streets and for the Path on Main
Street: Tabled
Council to Hear Update on LED Lighting:
1. LED – Buildings: Chief Hildebrand gave a brief presentation concerning the LED
lighting for the buildings and street lights. His memo included the cost of $18,288.08
for LED for the buildings as well as installation. ($16,028.08 for the bulbs from ACE
Hardware and $2,260.00 for the electrical to Mr. Rednour). Mr. Amos made a
motion to move ahead with the purchase and installation of the lights for the
buildings. Mr. Miller seconded, motion passed.
2. LED – Street Lights: Chief Hildebrand also gave a brief presentation concerning
LED lighting for the street lights. He offered costs of two bulbs for the street lights
(24W and 45W bulbs) from Chapman Electric as well as the cost of installation to
Rednour Electric in the amount of $2,020.00. The 24W bulb will cost a total of
$5160.85 (101 bulbs @ $51.10 each). The 45W bulbs will cost $8,320.18 (101 bulbs
@ $82.38 each). Chief Hildebrand didn’t think the difference in the lights was worth
the cost to buy the 45W bulbs as opposed to the 24W bulbs. Mr. Lutz made a motion
to move forward with the purchase of the 24W bulbs as well as installation. The total
cost is $7,180.85. Mr. Amos seconded, motion passed.
Council to Select Vendor from Proposals to Replace Police Vehicle:
Chief Hildebrand presented two bids for a new police vehicle. Upon his recommendation
to stay with the local vendor (Don Hinds Ford), Mr. Amos made a motion to approve the
bid from Don Hinds Ford. Mr. Lutz seconded, motion passed.
New Business:
Council to Consider Resolution 12-20-2016-1 Transfer of Funds for Clerk Treasurer:
Mr. Lutz made a motion to approve the transfer of funds for the Clerk Treasurer. Mr.
Amos seconded, motion passed.
Council to Consider Resolution 12-20-2016-2 Transfer of Funds for Water and
Wastewater:
Mr. Amos made a motion to approve the transfer of funds for Water and Wastewater.
Mr. Miller seconded, motion passed.
Miscellaneous:
Mr. Lutz reflected upon his first year with the Town Council. He also spoke of his hopes
for 2017 which prompted a conversation that involved all the council members. All
council members look forward to a productive 2017!
