TOWN COUNCIL MEETING MINUTES
Tuesday, October 1, 2019

Approval of Agenda:
Mr. Russell made a motion to approve the agenda as presented. Mr. Strong seconded,
motion passed.
Approval of Prior Minutes:
Town Council/Department Head Meeting, September 12, 2019, 7:00 PM–
Town Council Meeting Minutes, September 17, 2019, 7:00 PM –
Mr. Jack made a motion to approve the minutes listed above. Mr. Strong
seconded, motion passed.
Approval of Claims:
Mr. Russell made a motion to approve the claims as presented for October 1st. Mr.
Strong seconded, motion passed.
President’s Report:
1. President Lutz had nothing this evening.
Petitions by Citizens:
1. There were none.
Council Committee Reports:
1. OTC – Mr. Russell stated that in his conversation with Ms. Terri Strong that OTC is
beginning to work on the Christmas Tree Lighting and Festival.
2. EDC – Mr. Lutz stated that he had nothing.
3. SWU Management Board Report – Mr. Freeman had nothing this evening.
Legal Counsel Report- Aaron Culp:
Mr. Culp informed the Council that the E 911 LIT has passed, over 51% of the
represented population is for it. There are two or three entities that are still going to have
their public hearing, but it will not change the outcome.

1. Mr. Taylor presented the following October 2019 report:
Permit Revenue: September 2019 = $3,958 YTD: $59,735
September 2018 = $4,176 YTD: $50,275
Difference: Month =-($218) YTD: $9460
a. We have issued a total of 13 building permits for September 2019.
10 inside the corporate limits (of which 4 were new homes).
We have issued 3 in Jackson Township (1 was a new home).
b. We have sent out a violation notice to a business here in town for making building
and grounds changes and not going through the aesthetic review process.
c. The 19 Brewery (across from the school) is in the first permit extension. He stated
that he should have his employees working on it again soon.
d. 370 South Peru has been approved by the Aesthetic Review Committee and will have
3 businesses on site. They will begin construction of a parking lot in the rear of the
property soon.
e. 770 South Peru is intended to become a professional office building for lease.
f. Mr. Taylor has had further conversation with a developer interested on building on
the west side at Tollgate and 231st. Mr. Taylor expects a PUD to be submitted to the
Plan Commission very soon.
2. Mr. Strong stated that they had a very successful Grand Opening for MI’s Development,
Tamarack. Mr. Strong stated that the villas were selling very well.
Town Engineer Report-Mr. Keith Bryant –
Mr. Bryant discussed the following:
1. SRF – I & I Reduction Project: Mr. Bryant stated that closing is planned for October
30th. Mr. Bryant stated that the Council might consider approving the bid from 3D
Company contingent on SRF’s final approval. Mr. Russell made a motion to approve
the bid from 3D Company contingent on the final SRF financing approval. Mr.
Strong seconded, motion passed.
2. East Jackson Street Project: Mr. Bryant distributed copies of the new timeline and
photographs of the project as it stands now. They are behind schedule mostly due to
changes in staffing. Mr. Bryant stated that they have their watering truck to help with
the dust and that they are planning to patch the cross-section cuts in the pavement
soon. Mr. Strong inquired if they could sweep the street after the patching is
complete, Mr. Bryant will check. Mr. Bryant stated that he is not sure on the lighting,
but he would check with the contractor. Mr. Lutz inquired about the sod, if it is going
to be too late in the season. Mr. Cambre inquired if the contractor is planning to
water. Mr. Bryant will check. Mr. Bryant stated that if the sod is not completed this
year, we would hold the retainage until it is.
3. Tamarack – Mr. Bryant stated that Phase I is done. They are still working on the lift
station. Cicero’s Hidden Bay lift station is moving along. The Cicero Morse Landing
lift station should be moving forward in a couple of weeks. The contractor is waiting
on their electrician to get there.

Council To Consider 2020 Budget, Ordinance Number 09-17-2019-1.

Ms. Unger stated that the Council and Department Heads have reviewed the 2020
Budget. The Public Hearing was held on September 17th without comments and it should
be ready to approve. Mr. Russell made a motion to approve Ordinance Number 09-17-
2019-1 2020 Budget. Mr. Strong seconded, motion passed unanimously.
New Business:
Council To Consider 2020 Holiday Schedule.
Ms. Unger stated that the Town’s Holiday Schedule is based on the State of Indiana’s
Holiday Schedule. Mr. Russell made a motion to approve the Town of Cicero’s 2020
Holiday Schedule. Mr. Strong seconded, motion passed.
Council To Consider Resolution 10-01-2010-1 Transfers For Parks And Police.
Mr. Strong made a motion to approve Resolution 10-01-2010-1 Transfers for Parks and
Police. Mr. Russell seconded, motion passed.
Council To Discuss Lighting At the Pocket Park.
Mr. Strong stated that he would like for the Council to consider installing the old
streetlights removed from East Jackson Street in the Pocket Park on Short Street. Mr.
Strong originally wanted to include 150 W. Jackson St where the Utilities Office was torn
down but the quote for paving was too high. He would like to wait on that property until
they have a plan to pave. Mr. Strong stated that he would like to install 2 of the lights in
the Pocket Park. The cost would be $1,200 with the department heads agreeing to do the
labor. Mr. Russell made a motion to approve spending $1,200 to install the lights in the
Pocket Park. Mr. Strong seconded, motion passed.
Miscellaneous
1. Mr. Strong stated that he has been working with Chief Hunter to put some parking lot
directional signs up. Mr. Strong showed some examples of the signs and Chief Hunter
stated that they would be installed on Peru, Cass and Jackson Streets.
2. Mr. Strong also stated that they are working on new entrance signs. He had an example
he showed the Council.
3. Mr. Strong thanked the Department heads for working together on the lighting at the
Pocket Park and the signs.
