TOWN OF CICERO SPECIAL TOWN COUNCIL MEETING MINUTES March 27, 2020 at 10:00 AM Call to Order: President Strong called the meeting to order. He also stated that all votes would be done by roll call and voice vote. Present: Chad Amos Absent: Richard Russell, V Jerry Cook Chris Lutz – via telephone Dan Strong President Strong declared a quorum present. Others Present: Rhonda Gary, Clerk Treasurer Business: 1. Council to Discuss Declaration of Local Emergency – Mr. Cook made a motion to approve the Declaration of Local Emergency. Mr. Amos seconded, motion passed 4-0. 2. Council to Discuss Emergency Procedures and Formalities – Mr. Amos made a motion to approve A Resolution Waiving Certain Procedures and Formalities During Disaster Emergency Pursuant to I.C. 10-14-3-17. Mr. Lutz seconded, motion passed 4-0. 3. Council to Discuss Amended Salary Ordinance – Mr. Cook made a motion to approve Ordinance No 03-27-2020-1 amending Ordinance 09-17-2019-3 Salary Ordinance. Mr. Amos seconded, motion passed 4-0. 4. Council to Discuss Emergency Policy Regarding Deposit of Funds – Mr. Amos made a motion to approve Emergency Policy Regarding the Timely Deposit of Funds. Mr. Cook seconded, motion passed 4-0. 5. Council to Discuss Sick Leave Ordinance – Mr. Amos made a motion to approve Ordinance 03-27-2020-2 Amending the Town’s Sick Leave Policy. Mr. Cook seconded, motion passed 3-1 with Mr. Lutz voting no. Miscellaneous: 1. President Strong addressed employees working from home and when they would return to work. After a brief conversation, it was decided that all nonessential employees will report back to work once department heads are notified. All council members agreed. 2. Emergency Plan – President Strong was informed by Chief Overholser of the contingency emergency plan. If other stations around us shut down an additional overtime might be necessary. Those costs would be reimbursement from FEMA at 75%. The council’s consensus was yes. 3. High Risk Employees – Council had questions about proper procedures for high risk employees due to the COVID-19 emergency if the need arises. Ms. Gary will follow up with Mr. Culp. Motion To Adjourn: Mr. Lutz made a motion to adjourn. Mr. Cook seconded, motion passed. Signatures on Official Documents!
