TOWN OF CICERO TOWN COUNCIL MEETING MINUTES TUESDAY, AUGUST 18, 2020 at 7:00 PM Call to Order: President Strong called the meeting to order and led the Pledge of Allegiance. Mr. Taylor gave the prayer. President Strong continued with roll call. Members were present or absent as follows: Present: Chad Amos Absent: Jack Russell Jerry Cook Chris Lutz Dan Strong President Strong declared a quorum present. Others Present: Rhonda Gary, Clerk Treasurer Sam Haymaker, Park Superintendent Terry Cooper, Street & Utilities Director Jim Hunter, Police Chief Lance Overholser, Fire Chief C.J. Taylor, Cicero/Jackson Township Plan Commission Director Aaron Culp, Town Attorney Bruce Freeman, Storm Water Management Board President Approval of Agenda: Mr. Amos made a motion to approve the agenda as amended. Mr. Lutz seconded, motion passed. Approval of Prior Minutes: Town Council Staff Meeting Minutes, August 4, 2020, 7:00 PM Mr. Cook made a motion to approve the minutes listed above. Mr. Lutz seconded, motion passed Approval of Claims: Mr. Amos made a motion to approve claims dated 8/18/2020. Mr. Lutz seconded, motion passed. Council Committee Reports: 1. OTC Report – Nothing. 2. EDC Report – Mr. Lutz stated that he has info to review at the next Staff Meeting. 3. SWU Management Board Report – Nothing. Legal Counsel Report- Aaron Culp: Nothing. Cicero/Jackson Township Plan Commission Report-C.J. Taylor – Nothing. 1 Town Engineer Report-Mr. Keith Bryant – Mr. Bryant was not present, but did submit the following report: 1. East Jackson Street Project – The contractor Schutte – Lookabill (SLC) is complete with the project. We are awaiting their submittal of Record Drawing red lines to allow for final payment and closeout. The contract requires a 12-month warranty period following Substantial Completion (beginning May 20, 2020). 2. Tamarack – Section 2 construction work is in large part complete. Water system components and testing are primarily what remains for the contractor to finish. We issued comments to the resubmittal for Section 3 resubmittal on June 5, 2020. We are awaiting responses and have met with MI two times over the last couple of weeks to discuss. 3. I & I Project – We continue to work with the contractor (3D) for property owner restoration rework. We met with them last week and believe that we have a direction for them. They have lined the manholes in the contract. The contractor has mobilized equipment and materials to begin the pipe bursting on Bayshore Drive. Work to begin today – weather permitting. 4. Pay application #7 – Mr. Amos made a motion for President Strong to sign Pay Application #7. Mr. Lutz seconded, motion passed. Old Business: Water/Wastewater Appraisal Cost – President Strong submitted appraisal handouts from Yott Realty Group, LLC and Traynor and Associates, Inc. Following a brief discussion, Mr. Amos made a motion to allowed President Strong to sign the Letters of Intent for the two firms to start the process. Mr. Cook seconded, motion passed. New Business: 1. Transfer Resolution 08182020-1 – Mr. Cook made a motion to approve Resolution 08042020-1. Mr. Lutz seconded, motion passed. 2. W/WW Rate Increase - Consensus is for President Strong to move forward with Baker Tilly for a rate increase study. Miscellaneous: Nothing. Comments by Citizens: None.
