TOWN OF CICERO TOWN COUNCIL MEETING MINUTES TUESDAY, SEPTEMBER 15, 2020 at 7:00 PM Call to Order: President Strong called the meeting to order and led the Pledge of Allegiance Mr. Taylor gave the prayer. President Strong continued with roll call. Members were present or absent as follows: Present: Jerry Cook Absent: Chad Amos Chris Lutz Jack Russell Dan Strong President Strong declared a quorum present. Others Present: Rhonda Gary, Clerk Treasurer Sam Haymaker, Park Superintendent Terry Cooper, Street & Utilities Director Jim Hunter, Police Chief Lance Overholser, Fire Chief C.J. Taylor, Cicero/Jackson Township Plan Commission Director Aaron Culp, Town Attorney Keith Bryant, Town Engineer Bruce Freeman, Storm Water Management Board President Approval of Agenda: Mr. Russell made a motion to approve the agenda as amended. Mr. Cook seconded, motion passed. Approval of Prior Minutes: Town Council Meeting September 1, 2020, 7:00 PM Mr. Cook made a motion to approve the minutes listed above. Mr. Lutz seconded, motion passed. Approval of Claims: Mr. Russell made a motion to approve claims dated 9/15/2020. Mr. Cook seconded, motion passed. Council Committee Reports: 1. OTC Report – Nothing. 2. EDC Report – Nothing. 1  3. SWU Management Board Report – Nothing. Legal Counsel Report- Aaron Culp: 1. Amendment to Tower Lease – Mr. Lutz made a motion to allow President Strong the authority to sign the Amendment to the Tower Lease. Mr. Russell seconded, motion passed. 2. Attorney Employment Contract – Mr. Lutz made a motion to approve President Strong to sign the contract. Mr. Russell seconded, motion passed. 3. Legal – Mr. Reynolds would like clarification as to what they need to do. Mr. Culp asked that Chief Hunter respond to the request. Cicero/Jackson Township Plan Commission Report-C.J. Taylor – New Fee Schedule – Mr. Lutz made a motion to approve Ordinance No. 09-15-2020-01. Mr. Russell seconded, motion passed. Town Engineer Report-Mr. Keith Bryant – 1. Update on E. Jackson Street Project – Project complete. Ok to remove from agenda. Mr. Bryant will plan to have an 11-month inspection to identify any warranty work necessary by the contractor. 2. Tamarack – Work continues and making progress in section 2 – most all of the infrastructure is complete. Still awaiting info on Section 3 final plan acceptance – MI Homes has recently responded to the review comments and it is under review. 3. I & I Project – Mr. Bryant reported that the pipe work will be done soon. The contractor is planning to work on the restoration on Bayview Drive (Mr. Gary Green) issue tomorrow and complete the Bay Shore Drive pipe bursting area restoration on Thursday. By the end of the week, they are hoping to have restoration finished. The contractor plans to finish the last pipe segment lining on Stringtown Pike next Monday. Old Business: Nothing. New Business: 1. Roof – Storage Building – After a brief discussion concerning fund availability, Mr. Russell made a motion to table. Mr. Cook seconded, motion passed. 2. Attorney Employment Contract – Addressed by Mr. Culp under Legal Counsel Report. 3. Park Salary Ordinance – Mr. Russell and Ms. Gary are working on it. Mr. Russell will have an update at the next staff meeting. Miscellaneous: Nothing. Comments by Citizens: None. 2 Motion to Adjourn: Mr. Lutz made a motion to adjourn.
