TOWN OF CICERO TOWN COUNCIL MEETING MINUTES TUESDAY, JANUARY 19, 2021 at 7:00 PM Call to Order: President Strong called the meeting to order and lead the Pledge of Allegiance. Mr. Taylor gave the prayer. Mr. Strong called for roll call and the members of the Town Council were present or absent as follows: Present: Chad Amos – via Zoom Absent: Jerry Cook Chris Lutz Jack Russell Dan Strong Declare a quorum present. Others Present: Rhonda Gary, Clerk Treasurer Jim Hunter, Police Chief Lance Overholser, Fire Chief C.J. Taylor, Cicero/Jackson Township Plan Commission Director Terry Cooper, Street & Utilities Director Sam Haymaker, Park Superintendent Aaron Culp, Town Attorney Keith Bryant, Town Engineer – via Zoom Bruce Freeman, Storm Water Management Board President Approval of Agenda: Mr. Russell made a motion to approve the agenda as amended. Mr. Lutz seconded, motion passed. Approval of Prior Minutes: Town Council Meeting Minutes, January 5, 2021, 7:00 PM Mr. Lutz made a motion to approve the minutes listed above. Mr. Cook seconded, motion passed. Approval of Claims: Mr. Russell made a motion to approve claims dated 1/19/2021. Mr. Lutz seconded, motion passed. Council Committee Reports: 1. OTC Report – Nothing 2. EDC Report – Nothing 3. SWU Management Board Report – Nothing Legal Counsel Report – Aaron Culp: Nothing 1 Cicero/Jackson Township Plan Commission Report – CJ Taylor – January 2021 – Directors Report Permit Revenue: December 2020 = $2,639 YTD: $89,466 December 2019 = $3,174 YTD: $73,294 Difference: Month = $465 YTD: $16,317 A total of 7 building permits for December 2020. Two were inside the corporate limits (of which 1 was anew home). A total of five permits were issued in Jackson Township (of which 1 was a new home). Town Engineer Report – Keith Bryant – 1. Tamarack – Section 3 construction work continuing this week. Sanitary System testing is to occur this week with United Consulting. The 4th submittal for Section 4 has been reviewed by Mr. Bryant and is moving on to Cicero Planning for review. 2. I & I Project – Mr. Bryant has not heard back from 3D concerning Duke’s settlement proposal. He will keep pushing to get something as we are still under warranty. Old Business: None. New Business: 1. COVID-19 Grant Opportunity – Mr. Amos made a motion to allow President Strong to sign grant proposal. Mr. Lutz seconded, motion passed. 2. 2021 Ambulance Fee Schedule – Mr. Lutz made a motion to the approve Ordinance No. 1-19-2021-1 Ambulance and Medical Service Fees that Chief Overholser proposed. Mr. Russell seconded, motion passed. 3. Real Estate Agreement – Mr. Amos made a motion to approve the Real Estate Agreement and allow President Strong to sign. Mr. Russell seconded, motion passed. 4. Outstanding Checks – Mr. Lutz made a motion to approve the list of Outstanding Checks. Mr. Russell seconded, motion passed. 5. Retreat – President Strong confirmed meeting times with each department head. Council agreed to meet at the Police Department at 8:00 a.m. on March 6th for the annual retreat. Miscellaneous: 1. Ms. Gary informed the council that the Trustees for AIM decided to issue a one- month medical premium holiday because of the severity of the COVID-19 pandemic. The Trust did not collect medical premiums for the month of January 2021. 2. Mr. Culp stated that he would send out a Boat Lease Addendum. Mr. Haymaker said that he would forward that to all boat dock leasees. Comments by Citizens: There were none. Motion to Adjourn: Mr. Russell made a motion to adjourn.
