TOWN OF CICERO TOWN COUNCIL MEETING MINUTES TUESDAY, SEPTEMBER 7, 2021 at 7:00 PM Call to Order: President Strong called the meeting to order and lead the Pledge of Allegiance. Ms. Gary gave the prayer. Mr. Strong called for roll call. Members of the Cicero Town Council were present or absent as follows: Present: Chad Amos Absent: Chad Blueher Jerry Cook Chris Lutz Dan Strong Declare a Quorum Present: President Strong declared a quorum present. Others Present: Rhonda Gary, Clerk Treasurer Jeff Rednour, Police Chief Lance Overholser, Fire Chief Cicero/Jackson Township Plan Commission Director Jim Hunter, Parks Superintendent Shae Kmicikewycz, Community Development Aaron Culp, Town Attorney Approval of Agenda: Mr. Lutz made a motion to approve the agenda as amended. Mr. Cook seconded, motion passed. Approval of Prior Minutes: Town Council Executive Session Memorandum, August 12, 2021, 5:30 PM Town Council Staff Meeting Minutes, August 12, 2021, 7:00 PM Town Council Meeting Minutes, August 17, 2021, 7:00 PM Town Council Executive Session Memorandum, August 24, 2021, 6:30 PM Mr. Blueher made a motion to approve the minutes listed above. Mr. Amos seconded, motion passed. Approval of Claims: Mr. Amos made a motion to approve the claims dated 9/7/21. Mr. Lutz seconded, motion passed. Council Committee Reports: 1. OTC Report – Mr. Blueher reported that great progress is being made at the gathering place. They are on track to finish by 9/18 to coincide with the fall festival. 2. EDC Report – Mr. Amos said that he will discuss the RFI at the next staff meeting. 3. SWU Management Board Report – President Freeman was not present. Legal Counsel Report – 1 1. Mr. Culp advised that he has a quote from Libby Roberts for the town employees for harassment and ADA training. Council asked that Mr. Culp coordinate a date(s) with the department heads. 2. Mr. Culp stated that he has not yet had a chance to review the Park Impact Fee Proposal. Cicero/Jackson Township Plan Commission Report – President Strong reviewed the Director’s Report for the month of August. Town Engineer Report – Mr. Bryant was not present. President Strong reported: 1. Tamarack – Progress continues at Tamarack. 2. Water/Wastewater Treatment Plant – Wastewater plant expansion design is in progress. 3. Auburn Estates – Installation of infrastructure continues at Auburn Estates. 4. Main & Jackson – President Strong distributed a handout from United Consulting for an MPO on Main and Jackson Street. Mr. Amos made a motion to approve $49,150.00 for the MPO. Mr. Lutz seconded, motion passed. 5. Parks – Council will address sealcoating at the special meeting scheduled for 9/16/21. Old Business: 1. Excess Levy Appeal – Mr. Lutz made a motion to accept and sign the Excess Levy Appeal. Mr. Blueher seconded, motion passed. 2. Republic Contract (amendment) – Mr. Amos made a motion to table this pending Mr. Culp’s review of the amendment. Mr. Lutz seconded, motion passed 3. Ordinance No. 09-07-2021-01 Golf Cart Fee Increase – Mr. Amos made a motion to approve Ordinance No. 09-07-2021-01. Mr. Lutz seconded, motion passed. 4. Resolution No. 09-07-2021-02 Transfer of Funds – Mr. Lutz made a motion to approve Resolution No. 09-07-2021-02. Mr. Blueher seconded, motion passed. New Business: Nothing Miscellaneous: Nothing Comments by Citizens: 1. Ms. Brockhoff complimented Mr. Hunter on the work that has been done to the park restrooms. She said that they look great. 2. Ms. Brockhoff stated that she is meeting with three different companies for quotes to excavate the old pool as well as the cost for a new pool. She hopes to report back to the council with her findings by the first council meeting in November. 3. Council was asked if local businesses are aware of the fall festival. Mr. Blueher will follow up with them. Motion to Adjourn: Mr. Amos made the motion. Mr. Lutz seconded, motion passed. Signatures on Official Documents!
