TOWN OF CICERO TOWN COUNCIL STAFF MEETING MINUTES February 10, 2022 at 7:00 PM Call to Order: President Amos called the meeting to order . Present: Chad Amos Absent: Chad Blueher Jerry Cook Chris Lutz Dan Strong Others Present: Rhonda Gary, Clerk Treasurer 1. Town Council – a. Social media/Facebook Policy/Communication Options – Mr. Lutz distributed a handout and proceeded to briefly discuss each item. Many formats i.e., Facebook, Twitter, Next Door to name a few were tossed around in reference to the use of social media for posting meeting dates and other miscellaneous items. He asked Ms. Gary to add this to the next staff meeting. b. Bond Resolution – Mr. Strong presented and distributed a resolution for a preliminary determination for Sewage Works Revenue Bonds for the Town of Cicero for council review. He briefly discussed some of the items. 2. Parks – a. Mr. Blueher inquired about BerryComm connectivity for the Parks Department as it would pertain to the fuel software as well as the camera system. b. Mr. Blueher touched on the Cicero Marina, and the impact the 5-year master plan will have in reference to that. He would also like to work with Superintendent Hunter and Ms. Kmicikewycz to explore any grant opportunities for the marina. c. Mr. Blueher and Superintendent Hunter are trying to establish a way to connect the trail to the causeway. 3. Plan – Mr. Zawadzki said that he is accepting applications and interviewing for the opening in his office and that he has a couple of good candidates. 4. Fire – Chief Overholser reported that he has a new hire starting Monday. He also has a second candidate that he expects to make a conditional offer. 5. Police – Chief Rednour wanted to make the council aware of the current situation with Hamilton County Humane Society regarding stray/surrendered animals and the fees associated with the process. Chief Rednour is working with the Humane Society and more information will follow. 1 6. Water/Wastewater – Mr. Cooper had nothing. 7. Clerk Treasurer – a. Ms. Gary said that she would like to amend the town’s Water Shut-Off Policy. After a lengthy discussion, the council suggested that Ms. Gary work with Mr. Cooper to find a resolution. b. Ms. Gary would like to move forward with the new phone system with Taylored Systems. Mr. Strong stated that he will look into the contract with BerryComm first. c. Ms. Gary asked for input regarding a new employee handbook. Ms. Gary will continue to work on it. 8. Community Development – Ms. Kmicikewycz was not present. TOWN OF CICERO TOWN COUNCIL EXECUTIVE SESSION AGENDA TUESDAY, FEBRUARY 10, 2022 at 6:00 PM Call to Order: Present: Chad Amos Absent: Chad Blueher Jerry Cook Chris Lutz Dan Strong Declare a Quorum Present: Others Present: Rhonda Gary, Clerk Treasurer On February 10, 2022, the Cicero Town Council will hold an Executive Session at 6:00 PM at the Red Bridge Community Building, 697 W. Jackson Street, Cicero, IN according to Indiana Code IC 5-14-1.5-6.1(b)(4)(D)(ii and vi): A real property transaction including a lease as lessor or a sale by the governing body up to the time a contract or option is executed by the parties. This clause does not affect a political subdivision's duty to comply with any other statute that governs the conduct of the real property transaction, including IC 36-1-10 or IC 36-1-11.
