TOWN OF CICERO TOWN COUNCIL MEETING AGENDA TUESDAY, MARCH 1, 2022 at 7:00 PM Call to Order: President Amos called the meeting to order and lead the Pledge of Allegiance. Ms. Gary gave the prayer. President Amos called for roll call. Members of the Cicero Town Council were present or absent as follows: Present: Chad Amos Absent: Chad Blueher Jerry Cook Chris Lutz Dan Strong Declare a Quorum Present: President Amos declared a quorum present. Others Present: Rhonda Gary, Clerk Treasurer Jeff Rednour, Police Chief Lance Overholser, Fire Chief Frank Zawadzki, Cicero/Jackson Township Plan Commission Director Terry Cooper, Street & Utilities Director Aaron Culp, Town Attorney Keith Bryant, Town Engineer Bruce Freeman, Storm Water Management Board President Approval of Agenda: Mr. Lutz made a motion to approve the agenda as presented. Mr. Cook seconded, motion carried. Approval of Prior Minutes: Town Council Executive Session Memorandum, February 10, 2022, 6:00 PM Town Council Staff Meeting Minutes, February 10, 2022, 7:00 PM Town Council Meeting Minutes, February 15, 2022, 7:00 PM Mr. Blueher made a motion to approve the minutes listed above. Mr. Cook seconded, motion passed. Approval of Claims: Mr. Strong made a motion to approve the claims dated 3/1/22. Mr. Blueher seconded, motion passed. Council Committee Reports: 1. OTC Report – Nothing at this time. 2. EDC Report – Mr. Cox stated that RFIs were due 2/28/22 and they received four. 3. SWU Management Board Report – President Freeman said that Ms. Henderson sent out a contract for the Brinton Street Project. It has been received. Council asked Ms. Gary to add it to 031522 Town Council Agenda. President Freeman stated that they hope to get started on the project in the next month or so. 1 Legal Counsel Report – Mr. Culp touched on redistricting with the new subdivision in Cicero. Mr. Culp believes that the lines will move; however, it will not affect this year. Cicero/Jackson Township Plan Commission Report – February 2022 Permit Revenue: 2022 = $16,063 YTD: $27,348 2021 = $10,066 YTD: $20,950 Difference = $5,997 YTD: $6,398 A total of 26 building permits were issued in February 2022. Twenty-three were inside the corporate limits (of which 16 were new homes). A total of three permits were issued in Jackson Township (of which none was a new home). Mr. Blueher inquired about the fencing issues in Tamarack. Mr. Zawadzki stated that they have all been addressed and have or will be corrected. Town Engineer Report: 1. Tamarack – Mr. Bryant said that there has been no town infrastructure work. They are adding sidewalks and streetlights in Section 4 and private utilities are being installed. Mr. Bryant added that no subdivisions have been completely accepted by the town. 2. Auburn Estates – Mr. Bryant reported that no infrastructure work has occurred. Sidewalk installation and private utility installation have occurred. 3. Water – Mr. Bryant stated that Mr. Cook and Mr. Strong have not heard from the property owner, but they are going to reach out to them again. 4. Wastewater Treatment Plant – Mr. Bryant said that the design phase continues, and they are moving full steam ahead. 5. Jackson/Main – Mr. Bryant said that they have set up a meeting with the MPO to see what others have done and how to score more points on the 2022 application for the project. He noted that the town was the next project in the last round that was not funded. The meeting with the MPO and town representative is scheduled for 3/22/22. Old Business: There was none. TOWN OF CICERO TOWN COUNCIL EXECUTIVE SESSION AGENDA TUESDAY, MARCH 1, 2022 at 6:30 PM Call to Order: Present: Chad Amos Absent: Chad Blueher Jerry Cook Chris Lutz Dan Strong Declare a Quorum Present: Others Present: Rhonda Gary, Clerk Treasurer On March 1, 2022, the Cicero Town Council will hold an Executive Session at 6:30 PM at the Red Bridge Community Building, 697 W. Jackson Street, Cicero, IN according to Indiana Code IC 5-14-1.5-6.1(b)(4)(D)(ii and vi): A real property transaction including a lease as lessor or a sale by the governing body up to the time a contract or option is executed by the parties. This clause does not affect a political subdivision's duty to comply with any other statute that governs the conduct of the real property transaction, including IC 36-1-10 or IC 36-1-11.
