TOWN OF CICERO
TOWN COUNCIL MEETING MINUTES
TUESDAY, JUNE 7, 2022 at 7:00 PM
Call to Order: President Amos called the meeting to order and lead the Pledge of
Allegiance. Mrs. Gary gave the prayer. President Amos called for roll call.
Members of the Cicero Town Council were present or absent as follows:

Declare a Quorum Present: President Amos declared a quorum present.

Approval of Agenda: Mr. Lutz made a motion to approve the agenda as amended. Mr.
Cook seconded; motion carried.

Mr. Blueher made a motion to approve the minutes listed above. Mr.
Lutz seconded; motion carried.
Approval of Claims: Mr. Lutz made a motion to approve the claims dated 6/7/22 as
presented. Mr. Cook seconded, motion passed.
Council Committee Reports:
1. OTC Report – Mr. Blueher had nothing at this time.
2. EDC Report – Mr. Cox reported that they have paired the RFI responses down to two
finalists for further consideration (from the submissions).
3. SWU Management Board Report – President Freeman stated that they held a second
public hearing in compliance with the Indiana OCRA for the town’s CDBG application

for the Brinton Street project. Ms. Henderson will submit the application on behalf of the
town.
Legal Counsel Report – Mr. Culp and Assistant Fire Chief Smith gave a description of
Ordinance 06-07-2022-01 which adopts the international fire, building and mechanical codes and
their future revisions by reference. Mr. Strong made a motion to approve the ordinance. Mr.
Blueher seconded, motion carried.
Cicero/Jackson Township Plan Commission Report –
Permit Revenue: May 2022 = $16,880, YTD: $105,582
April 2021 = $10,141 YTD: $58,131
Difference: Month = $6,739 YTD: $47,451
A total of 32 building permits were issued in May, 2022.
Twenty-four were inside the corporate limits (of which 12 were new homes).
A total of six in Jackson Township (of which, 2 were new home).
Estimated Cost of projects permitted $5,011,188
Town Engineer Report –
1. Tamarack – Mr. Bryant stated that there is nothing new and that they are still waiting for
a few items from the developer to finalize acceptance of infrastructure.
2. Auburn Estates – Mr. Bryant reported that there is no change other than lots of houses
being built.
3. Water – Mr. Bryant said that they met with the town and county. They are in the process
of looking for new drill sites and hope to proceed with some options in the near future.
4. Wastewater Treatment Plant – Mr. Bryant said that design continues and plan to be in a
position to bid the project by the end of the year. Mr. Bryant also reported that he is
coordinating with Duke for electrical service upgrades for the plant.
5. Mr. Bryant asked the Council for consensus to advertise for and receive bids for the S.
Stringtown Pike Project. Bids would be received at the Council Meeting on July 5. The
Council agreed.
Old Business: There was none.
New Business: Rezoning – Corner of Tollgate & 236th Street – Mr. Lutz made a motion to
table this. Mr. Blueher seconded, motion carried.
Miscellaneous: Mr. Lutz stated that he received a call from Ms. Wilcox. She asked if the
council would consider paying for the Pool Foundation’s 501c3 non-profit licensing. In
the end, the council unanimously decided not to as they would like to see the foundation
do that. Mr. Culp added that the town could not legally do that with taxpayer dollars.
Comments by Citizens: There were none.
Motion to Adjourn: Mr. Lutz made the motion. Mr. Blueher seconded, motion carried.

On June 7, 2022, the Cicero Town Council will hold an Executive Session at 6:00 at Red Bridge
Community Building, 697 W Jackson Street, Cicero, IN according to Indiana Code IC 5-14-1.5-
6.1(b)(2) (B) Initiation of litigation or litigation that is either pending or has been threatened
specifically in writing. As used in this clause, "litigation" includes any judicial action or
administrative law proceeding under federal or state law.
