TOWN OF CICERO TOWN COUNCIL STAFF MEETING MINUTES THURSDAY, FEBRUARY 15, 2024 at 7:00 PM Call to Order: President Lutz called the meeting to order. Present: Christopher Lutz Absent: Joe Cox Eric Hayden Dennis Johnson Emily Pearson Others Present: Rhonda Gary, Clerk Treasurer 1. Town Council – a. Degree Payments – Council agreed that the ordinance should include all town employees. Ms. Gary will work on revising the ordinance. b. Eclipse – Asst. Director of Community Engagement for Hamilton County Tourism, Ms. Buckner, gave a brief presentation on the events being planned in our area. Ms. Buckner will send Ms. Gary information concerning the eclipse to post on the town’s website. c. CCMG Opportunities – President Lutz asked the Council to brainstorm about ideas for downtown Cicero. The Council had some ideas that they touched on. President Lutz asked Ms. Gary to add to the next council agenda. 2. Parks – Superintendent Hunter proposed a change in the sick day pay out policy that the town has for employees. After a lengthy conversation and varying opinions, it was decided that Superintendent Hunter bring back a proposal for the council. 3. Plan – In an effort to minimize confusion concerning event permits, department heads have been working with Mr. Strong. Mr. Strong presented permits for itinerant merchants, food trucks and events in hopes of clearing up the confusion. 4. Fire – a. NEOGOV website – Chief Overholser stated that NEOGOV is a website geared toward hiring municipality employees. For an annual fee of $840.00 the town could obtain membership. The council’s consensus was yes. In addition, funds for the website will come from the council’s budget. b. Opioid Funds – Chief Overholser informed the council that Hope Clinic is no longer interested in the Opioid funds due to so many reporting obligations tied to it. Other ideas were tossed around for dispersing the funds. Chief Overholser will keep working on it. c. EMA – Chief Overholser reported an MOU for new software concerning outdoor warning sirens has been sent from EMA. 5. Police – 1 a. Police Vehicles – Chief Rednour stated that the 2023 Ford vehicles will not be delivered as expected. In addition, the 2024 Ford vehicles have not been ordered. So, Chief Rednour asked council’s blessing to order four Dodge Durangos, two from CCD and two from his budget. Council agreed. b. Generator – Chief Rednour stated that the generators for the police department could be purchased from the Public Safter LIT that the town received. President Lutz asked that Chief Rednour ask the county to cover that cost first. If not, council consensus was ok to move forward. c. Fund Raiser – Chief Rednour requested to raise funds for Shop for Kids by raffling a handgun. After discussion concerning safety, protocol from Mr. Culp, the council agreed. d. New Hire – Chief Rednour asked council’s blessing to move forward with hiring a new officer in lieu of Mr. Nygaard’s retirement. Council didn’t have any issues with it. 6. Water/Wastewater – Director Cooper and Mr. Strong informed the council of the changes to the agreement with Reynolds Construction. The agreed upon option (1B) had been altered from the original agreement; however, they are working with Reynolds to rectify the issues. 7. Clerk Treasurer – a. Retreat – removed from the agenda. b. Young claim - removed from the agenda. c. Ms. Gary stated that she will be attending a conference 3/17/24-3/21/24. 8. Project Coordinator – Mr. Strong stated that he solicited three quotes for the roof, but only received two. In the end, Mr. Strong will bring the quotes to the council meeting on Tuesday for consideration, approval and signature. Motion to Adjourn: Mr. Cox made the motion.
