TOWN OF CICERO TOWN COUNCIL MEETING MINUTES TUESDAY, MAY 21, 2024 at 7:00 PM Call to Order: President Lutz called the meeting to order and led the Pledge of Allegiance. Ms. Gary gave the prayer. Mr. Lutz called for roll call. Members of the Cicero Town Council were present or absent as follows: Present: Joseph Cox Absent: Eric Hayden Dennis Johnson Christopher Lutz Emily Pearson Declare a Quorum Present: President Lutz declared a quorum with all members present. Others Present: Rhonda Gary, Clerk Treasurer Jeff Rednour, Police Chief Frank Zawadzki, Cicero/Jackson Township Plan Commission Director Terry Cooper, Street & Utilities Director Jim Hunter, Parks Superintendent Keith Bryant, Town Engineer Bruce Freeman, Storm Water Management Board President Dan Strong, Project Coordinator Approval of Agenda: Mr. Cox made a motion to approve the agenda as amended. Mr. Johnson seconded, motion carried 5-0. Approval of Prior Minutes: Town Council Staff Meeting Minutes, April 11, 2024, 7:00 PM Town Council Meeting Minutes, May 8, 2024, 7:00 PM Mr. Cox made a motion to approve the minutes listed above. Ms. Pearson seconded, motion carried 5-0. Approval of 5/21/2024 Claims: Mr. Hayden made a motion to approve claims dated 5-21-24 as presented. Mr. Cox seconded, motion carried 5-0. Council Committee Reports: 1. OTC Report – Ms. Pearson reported that she attended the OTC meeting on 5/14/24 and said that President Bowden has resigned. She said that OTC is working on reestablishing their nonprofit status. She went on to say that OTC has merged with Friends of the Park. She also said that the Street Festival is scheduled for 8/24/24 and the Tree Lighting will be on 11/30/24. 2. EDC Report – Mr. Cox said that the next meeting is scheduled for 6/5/24 and that Mr. Everett who was heading up the comp. plan is on the steering committee. 1 3. SWU Management Board Report – SWU President Freeman said that the SWU Board met last week, and they discussed their next project which will be on Morse Landing Drive. They are hoping to get started working on that in the fall. Legal Counsel Report – Mr. Culp was not present. Cicero/Jackson Township Plan Commission Report – Mr. Zawadzki had nothing to report. Town Engineer Report – Keith Bryant 1. Tamarack – Mr. Bryant said that he did get out and walk the field in Section 4. He will get a punch list out to MI Homes next week. 2. Water – Mr. Bryant reported that research and testing by Peerless Midwest continues and that test wells 1 and 2 indicate good formation. They are still awaiting property access for installation of test wells 3 and 4. 3. Wastewater – Mr. Bryant stated that the PER has been reviewed and initial comments responded to; however, more documentation has been requested by the SRF staff on the BOT. Mr. Hayden made a motion to allow President Lutz to sign the Front-End Document Certification that Mr. Bryant presented. Ms. Pearson seconded, motion carried 5-0. 4. Tollgate Road – Mr. Bryant reported that Midwest Paving did not get started as their schedule indicated; however, they plan to mobilize this week. This will include ditch work, tree removal and other pre-paving work beginning after the holiday weekend on Tuesday. 5. Brinton Street Storm Water Rehab Project – Mr. Bryant relayed that the additional piping and inlets on Pearl Street are complete. The additional lining work on Brinton Street has not yet been completed as they are waiting for the reservoir level to drop. They will then complete the final lining out to the reservoir. 6. Jackson Street CCMG – Mr. Bryant stated that the survey is done and distributed a preliminary engineering plan for work on Jackson Street. He went on to discuss the walk and green space widths and alignment within the current sidewalk limits and asked council thoughts. After a brief conversation and consensus, council agreed to the proposed layout to move to the next phase to include outdoor seating, bump outs, etc. Mr. Cox thought it might be a good idea to invite the Byron Street business owners to the next council meeting. Old Business: There was none. New Business: a. Salary Ordinance Amendment 05-21-2024-01 – Mr. Cox made a motion to approve Salary Ordinance Amendment 05-21-2024-01. Mr. Johnson seconded, motion carried 5-0. b. Mendenhall Agreement – Mr. Hayden made a motion to table until council has time to review. Ms. Pearson seconded, motion carried 5-0. 2 Miscellaneous: President Lutz reminded attending members that the County ARPA meeting is Thursday morning at 9:00. However, Hamilton County Councilman Hall informed the council that the meeting has been rescheduled to 6/6/24. Comments by Citizens: Mr. Freeman inquired about fireworks date. Chief Rednour stated that fireworks will be on 7/4/24 with no rain date. Motion to Adjourn: Mr. Cox made the motion. Mr. Johnson seconded, motion carried 5-0. Signatures on Official Documents!
