TOWN OF CICERO TOWN COUNCIL STAFF MEETING MINUTES THURSDAY, SEPTEMBER 12, 2024 at 7:00 PM Call to Order: President Lutz called the meeting to order at 7:00 PM Present: Christopher Lutz Absent: Joseph Cox Eric Hayden Dennis Johnson Emily Pearson Others Present: Rhonda Gary, Clerk Treasurer 1. Town Council – a. Jackson Street Lighting – Conversation concern refurbishing and/or restoring the lighting on Jackson Street. After discussion, Superintendent Cooper will discuss any savings on the old lights with Mr. Bryant. In addition, the council agreed to move forward with new lights. b. Ms. Pearson invited all present to join Friends of the Park for an award presentation at Red Bridge Park on Sunday. She also extended an invitation to the spaghetti dinner following the presentation. c. Indiana Finance Authority (IFA) will hold a meeting on 9/24/24 in Fishers to discuss the Central Indiana Regional Water Plan. Mr. Strong, Superintendent Cooper, Ms. Pearson and Mr. Johnson will attend. 2. Parks – Superintendent Hunter presented two proposals from Blue Equipment Energy for new gas pumps/tanks at the marina. After discussion, the council asked Ms. Gary to research the impact of a General Obligation Bond for the town. The council will revisit this at a later date. 3. Plan – Plan Commission Director Zawadzki distributed a handout concerning the traffic/parking study as requested by the council. In the end, they asked Chief Rednour to strategically place his cameras to get an idea of traffic patterns and peak travel times. Council will revisit at the November staff meeting. 4. Fire – Chief Overholser had nothing to report. 5. Police – a. Noise Ordinance – Chief Rednour reported back to the council about a couple of complaints concerning the noise ordinance. After researching, Chief Rednour didn’t feel that the complaints were in violation. Therefore, he believes that there is no need to amend the current noise ordinance that the town has in place. b. Hometown Help for Heroes – Chief Rednour asked if the council would like to participate in Hometown Help for Heroes. The program provides assistance i.e. mowing lawns, snow removal, etc. at no cost for families when 1 a family member is deployed. All council members were in favor. Council suggested that Chief Rednour ask Mr. Culp to write up a policy. 6. Water/Wastewater – After a brief discussion, council was ok with the water and wastewater 2025 budgets. 7. Clerk Treasurer – Ms. Gary had nothing to report. 8. Project Coordinator – Mr. Strong presented a revised ground lease agreement for the council’s approval. Mr. Hayden made a motion to allow President Lutz to sign the agreement. Mr. Johnson seconded, motion carried 4-0. Motion to Adjourn: Mr. Hayden made the motion. Ms. Pearson seconded, motion carried 4-0.
