TOWN OF CICERO TOWN COUNCIL STAFF MEETING MINUTES THURSDAY, DECEMBER 12, 2024 at 7:00 PM Call to Order: President Lutz called the meeting to order at 7:04 PM with all members present. Present: Christopher Lutz Absent: Joseph Cox Eric Hayden Dennis Johnson Emily Pearson Others Present: Rhonda Gary, Clerk Treasurer 1. Town Council – a. Veach Discussion – Mr. Hayden asked Mr. Zawadzki to give a brief overview of easements and procedures regarding permits. He did so and asked that council review the email that Mr. Zawadzki sent for a conversation at a later time. b. Acknowledgement – Ms. Pearson would like to acknowledge: i. the parks department for an outstanding job during the parade and tree lighting. ii. the police department for a successful shop with a cop. iii. the fire department for an awesome photo with Santa day. There was also a brief conversation about the new location at Cicero Community Park. Superintendent Hunter stated that Friends of the Park got some good feedback and believe it will provide room to grow. A real tree was talked about, but the Friends of the Park is looking to improve upon the tree that was at the park this year as of now. 2. Plan – Mr. Strong and Mr. Zawadzki gave a brief review of the process for the Comprehensive Plan and a status update. 3. Fire – Chief Overholser would like to use approximately $9,500.00 from his phone line item to make upgrades to the new fire truck purchase. Council was ok with it. 4. Police – a. Concrete Work – Chief Rednour reported that the police station is in need of some concrete repair. He had a quote, but was hoping to have another, but it didn’t happen. So, he inquired about encumbering the funds for that. Council was ok with it. b. Sale of Surplus Vehicle – Chief Rednour asked council’s blessing to advertise the vehicle that he tried to sell last month. It has been repaired. Council was good with it. Ms. Pearson also suggested getting a quote from Carmax. Chief Rednour said that he would follow up with that. 1  5. Water/Wastewater – Director Cooper asked council’s blessing to move forward with the Senior Superintendent Position and to fill the vacant position created with this new position. He will fill that with one of his current employees. Council was in favor. 6. Clerk Treasurer – a. Water Tampering Ordinance – Ms. Gary said that she and Mr. Culp are working on an ordinance to deter tampering with water meters. There was a brief conversation. Ms. Gary said that it will be added to the agenda for council approval on Tuesday. b. Community Crossing Matching Grant (CCMG) Funding – Ms. Gary stated that there are funds available for the 2025 CCMG if the grant is awarded. c. Utility District Meeting – Ms. Gary sated that Mr. Strong, Director Cooper and she attended the Utility District Meeting this week, but didn’t learn anything as it was a very short meeting. d. Employee Luncheon – Mrs. Gary stated that tomorrow is the Employee Christmas Luncheon and invited all to join. 7. Project Coordinator – a. Live Streaming Update – Mr. Strong, Chief Overholser and Superintendent Hunter updated the council on the progress of the live streaming scheduled for the beginning of the year. b. Kudos – Mr. Strong gave a shout out to Bronko’s and Baileys Paws N Spa for treating the town employees to a pizza lunch this week. It was appreciated by all. 8. Parks Dept – Superintendent Hunter asked for clarification on the dock rental process and rates for following year. Council agreed that there are too many unknowns to submit rates that far in advance. Ms. Gary will add this to the agenda for amendment of previous motion. Motion to Adjourn: Ms. Pearson made the motion. Mr. Johnson seconded, motion carried 5-0.
