TOWN OF CICERO TOWN COUNCIL STAFF MEETING MINUTES THURSDAY, JANUARY 16, 2025 at 7:00 PM Call to Order: President Cox called the meeting to order at 7:00 PM with four members present. Present: Joseph Cox Absent: Christopher Lutz Dennis Johnson Eric Hayden Emily Pearson Others Present: Rhonda Gary, Clerk Treasurer 1. Town Council – a. Haunted Trail Donation – Superintendent Hunter asked if council would consider a donation to the Haunted Trail. After a brief conversation, council would like to revisit this at a later date. b. Investments – Mr. Hayden inquired about short term investments in addition to the current investments that the town has. Ms. Gary will look into it. 2. Plan – a. Traffic Study – Mr. Zawadzki was following up with the council’s desire for a traffic study. President Cox asked to revisit this at a later date. b. MS4 – Mr. Zawadzki reported that MS4GP (Municipal Separate Storm Sewer General Permit) have added some mandatory training. In addition, there is a training date scheduled for March 11th. Mr. Zawadzki invited some department heads and would like to invite some local contractors to the next training session. After a brief conversation, President Cox asked Ms. Gary to add this to the next agenda. c. Plan/Permit System – Mr. Zawadzki stated that down the road possibly 2026 he is looking into a new, updated plan/permit software. He has consulted with the fire department and plans to approach Jackson Township to partner with him. d. Ordinances – Mr. Strong gave a brief description of three ordinances that will be presented at the council meeting on Tuesday evening. e. Comp Plan – Mr. Strong stated that they have a good draft of the Comprehensive Plan and it has a futuristic view. He believes that they will have it to the council in March or April for approval. 3. Fire – Extrication Tools – Chief Overholser asked council’s blessing to order extrication tools for the new fire truck in the amount of $15,458.00 as it is not included in his 2025 budget. Chief Overholser would like to use funds from the fire non reverting fund. Council consensus was yes and asked Ms. Gary to add this to the next council meeting agenda. 4. Police – Chief Rednour had nothing to present. 1  5. Water/Wastewater – Director Cooper had nothing to present. 6. Clerk Treasurer – Ms. Gary stated that water shut offs for nonpayment were not done this month due to inclement weather. 7. Project Coordinator – a. Crop Damage – Mr. Strong stated that he has received the invoice for crop damage and submitted it for payment. The total amount is $496.87. b. Test Wells – Mr. Strong reported that they are waiting for decent weather to continue working on the test wells. They are also working on the agreements. c. CCMG (Community Crossings Matching Grant) – Mr. Strong said that the grant for Morse Landing Drive is ready to submit. He will have the financial commitment letter available for signature at Tuesday’s council meeting. He has hit a snag in the grant for Catherine Street; however, he is working on a solution. In fact, the solution will require a letter from the town to INDOT for clarification. Council agreed that President Cox could sign the letter. d. 158/160 W Jackson Street Demo – Mr. Strong relayed that the demo is complete. Once spring is here they will put down seed and straw to finish the project. 8. Parks Dept – Superintendent Hunter had nothing to present; however, Ms. Pearson thanked Superintendent Hunter and his crew for clearing the parking lot after the snow. Mr. Johnson thanked Director Cooper and his crew for the snow removal as well. Motion to Adjourn: Ms. Pearson made the motion. Mr. Johnson seconded, motion carried 4-0.
