TOWN OF CICERO TOWN COUNCIL STAFF MEETING MINUTES THURSDAY, FEBRUARY 13, 2025 at 7:00 PM Call to Order: President Cox called the meeting to order. Present: Joseph Cox Absent: Dennis Johnson Eric Hayden Christopher Lutz Emily Pearson Others Present: Rhonda Gary, Clerk Treasurer 1. Town Council – a. Property Taxes – Ms. Gary presented the effect to taxpayers’ property tax rates should the town opt to secure a bond for upcoming projects. b. Bonding – Mr. Lutz inquired about bond amounts the council would be comfortable with and asked Ms. Gary to inquire about the effects as well as the protected rate. c. IN My Community – Ms. Gary will attend this workshop in Tipton on February 25, 2025. 2. Plan – Mr. Zawadzki presented a Right of Way Permit/Contract for companies/providers wanting to work in the town’s right of ways. He believes that Mr. Culp will have an ordinance for council approval at the next council meeting. 3. Fire – Broadcasting Equipment (Review and Training) – Chief Overholser gave a tutorial on the broadcasting/livestreaming equipment. Council thanked Chief Overholser, Mr. Strong and Parks Superintendent Hunter for their diligence and collaboration on making this successful. 4. Police – a. Hometown Heros – Chief Rednour previously introduced the Hometown Heros to the council. Mr. Culp is putting together a resolution for council approval. b. Vehicle Replacement – Chief Rednour asked council’s blessing to purchase two vehicles. Council consensus was to move forward with the purchases. c. Cement Repair – Chief Rednour asked council’s approval to move forward with the cement repair at the police department. After a brief discussion, council consensus was to move forward. d. Catherine Street – Chief Rednour reported that he has had calls concerning the one-way signs on Catherine Steet. It is too small. After discussion and several suggestions, Ethel & Catherine will become a three way stop and additional signage will be added at Chief Rednour’s discretion. 1 5. Water/Wastewater – Director Cooper had nothing to report. 6. Clerk Treasurer – Clerk Treasurer Gary had nothing to report. 7. Project Coordinator – a. Fire Hydrants – Mr. Strong, Director Cooper and Chief Overholser discussed placement of the two fire hydrants on Jackson Street as he is working through the design with Mr. Bryant. b. Comprehensive Plan – Mr. Strong stated that the plan commission had a good discussion and made modifications to the comp plan. After a two-week period to accept comments, they will hold the public hearing at the March 12th Plan Commission Meeting. Afterwards, the plan commission will bring it to the council for approval. That will probably be in early April. 8. Parks Dept – Superintendent Hunter was not present. Motion to Adjourn: Ms. Pearson made the motion. Mr. Johnson seconded, motion carried 5-0.
