TOWN OF CICERO TOWN COUNCIL STAFF MEETING MINUTES THURSDAY, JULY 10, 2025 at 7:00 PM Call to Order: President Cox called the meeting to order at 7:00 PM. Present: Joseph Cox Absent: Dennis Johnson Eric Hayden Emily Pearson Others Present: Rhonda Gary, Clerk Treasurer 1. Town Council – a. Budget – moved to Clerk Treasurer. b. Byron Street Storm Sewer Lining – moved to Water/Wastewater. 2. Plan – Mr. Zawadzki was not present. 3. Fire – Chief Overholser was not present. 4. Police – Chief Rednour was not present. 5. Water/Wastewater – a. Byron Street Storm Sewer Lining – Superintendent Cooper gave a brief intro concerning the issues on Byron Street with the storm sewer lining. After discussion, council would like to consult with the stormwater utility board before offering any input. b. Streetlights – Superintendent Cooper reported that Superintendent Hunter would like a few of the streetlights that were removed from Jackson Street. Superintendent Cooper went on to say that an HOA is interested in the remaining lights. Council inquired how many were left and Superintendent Cooper wasn’t sure. Superintendent Cooper would work on an inventory for the number of streetlights in question. Council asked Ms. Gary to add this to the Tuesday Town Council Meeting Agenda. c. Alleys – The alleys in Cicero are in bad condition. Superintendent Cooper met with Hamilton County Highway Superintendent to discuss chip sealing them. The county responded that even after chip sealing the alleys will still be rough to drive on. They discussed several options but didn’t have a solution at this point. Superintendent Cooper will continue to look into the different options. 6. Clerk Treasurer – Ms. Gary distributed and walked through the 2026 budget with the council. She asked that they review and have input to finalize the budget at the next staff meeting. 1 7. Project Coordinator – a. Parking Lot – Mr. Strong reported that the town has an opportunity to own or lease a parking lot behind Alexanders. After a lengthy conversation concerning gravel, landscaping, lighting, security, etc. Mr. Strong will keep working on this. b. Designated Outdoor Refreshment Area (DORA) – Mr. Strong is currently working on a DORA for the Town of Cicero. Mr. Strong defined the perimeters as well as some other specifics. Council was in favor of the DORA. Mr. Strong believes the next step is to form a committee and work on the details for an ordinance. c. Wheel Tax/Excise Tax – Mr. Strong stated that Town of Cicero will need to adopt a wheel and excise tax according to House Bill (HB) 1461 in order to be eligible for a Community Crossings Matching Grant. Mr. Strong also stated that the town has received just under $4M in grant funds since 2017 and it would be difficult to keep projects moving forward without the additional funds that CCMG allows. Council agrees that Mr. Strong should move forward with this and work with Mr. Culp on creating an ordianace. 8. Parks Dept – Superintendent Hunter was not present. Motion to Adjourn: Mr. Johnson made the motion. Mr. Hayden seconded, motion carried 4-0. Signatures on Official Documents!
