TOWN OF CICERO TOWN COUNCIL STAFF MEETING MINUTES THURSDAY, SEPTEMBER 11, 2025 at 7:00 PM Call to Order: President Cox called the meeting to order at 7:00 PM. Present: Joseph Cox Absent: Jacob Everett Dennis Johnson Eric Hayden Emily Pearson Others Present: Rhonda Gary, Clerk Treasurer 1. Town Council – a. Budget – Council was ok with moving forward with Ms. Gary’s amended budget. 2. Plan – Mr. Strong relayed that the Plan Commission approved a rezone request with a 9-0 favorable recommendation and plans to present it to the council on Tuesday evening. 3. Fire – A lengthy discussion concerning ISO requirements began with Chief Overholser’s presentation. He disbursed a plan as well as a PowerPoint presentation. He covered the ISO Retrogression Plan, Objective, Staffing Scenarios, Implementation Timeline, Funding Options and Recommendations. In the end, council recommended hiring three new firefighters with staggered start dates with first one this year. The second and third new firefighters are projected to start the first and second quarters of next year. Council will continue to monitor the progress. 4. Police – a. New Rifles – Chief Rednour asked council’s blessing to order six new rifles which is in his 2025 budget. Council didn’t have an issue with that. b. Promotion – Chief Rednour would like to promote one of his officers to Sergeant. Council was ok with the promotion. c. Washington Street – Council inquired about the stop sign at Washington and Buckeye Streets. It seems that the spinner and stop sign are not sufficient in alerting drivers to stop there. After a brief discussion, council believes that painting stripes (preferably with reflective paint) on the road would be a good starting point to alert drivers to stop. Council asked Superintendent Cooper to take care of it. 5. Water/Wastewater – Superintendent Cooper had nothing. 6. Clerk Treasurer – Ms. Gary had nothing. 1  7. Project Coordinator – a. Mr. Strong reminded the council that the CCMG window application closes on 10/31/25 if they are interested in applying. Council will let Mr. Strong know if they would like to move forward with a project and advise same. b. Jackson Street Update – Mr. Strong gave an update on the progress on West Jackson Street. 8. Parks Dept – a. Grant Writing Contract – Superintendent Hunter met with professional grant writer, Ms. Shankland, who would like to work with the town as a grant writer. After a brief discussion, council had more questions and would like to meet with Ms. Shankland. Superintendent Hunter will check her availability. b. Community Building Drainage – Superintendent Hunter informed the council of the drainage issue on the west side of Red Bridge Park Community Building. And shared possible solutions. Motion to Adjourn: Ms. Pearson made the motion. Mr. Johnson seconded, motion carried 5-0.
