TOWN OF CICERO TOWN COUNCIL STAFF MEETING MINUTES THURSDAY, OCTOBER 16, 2025 at 7:00 PM Call to Order: President Cox called the meeting to order at 7:00 PM. Present: Joseph Cox Absent: Jacob Everett Dennis Johnson Eric Hayden Emily Pearson Others Present: Rhonda Gary, Clerk Treasurer 1. Town Council – a. New Ambulance – Council is undecided on the new ambulance as they are uncertain of funding and impact to the budget. b. Fire Territory – A fire territory and fire district were briefly discussed as the council continues to look at all options to address ISO concerns and staffing. Ms. Pearson plans to attend the fire territory/district meeting on 11/5/25. She will report her findings. c. ISO Discussion - A lengthy discussion concerning level of service, applicants, lateral vs new hires, etc. The council is still exploring all options to better understand the ISO plan and process. d. 216th Street – There was a discussion concerning partnering with Hamilton County to widen 216th Street. Council is unsure about a match at this time but will draft a letter of support. 2. Plan – a. Mr. Zawadzki asked council’s blessing to move forward with the new planning software, Municipay as was previously discussed. Council was ok with that. b. Mr. Strong touched on outdoor seating areas and the CCMG application that is due 10/31/25. 3. Fire – Mr. Frazier touched on hiring and a stipend for paramedics. 4. Police – Chief Rednour was not present. 5. Water/Wastewater – Superintendent Cooper asked President Cox to sign the WWTP National Pollutant Discharge Elimination System (NPDES) Permit Renewal that Mr. Bryant emailed. The consensus was to allow President Cox to do so. 6. Clerk Treasurer – a. Ms. Gary will attend a virtual conference November 4-6. b. Council thanked Ms. Gary and Mr. Strong for their work on the A+ bond rating. 7. Project Coordinator – There was nothing. 8. Parks Dept – Superintendent Hunter proposed hiring a grant writer. Ms. Shankland was discussed at an earlier meeting. He asked council’s blessing to move forward with her proposal to do an initial study in the amount of $2,000.00. After a brief conversation, council was good with that. 1 Motion to Adjourn: Ms. Pearson made the motion. Mr. Johnson seconded, motion carried 5-0.
