TOWN OF CICERO TOWN COUNCIL MEETING MINUTES TUESDAY, DECEMBER 2, 2025 at 7:00 PM Call to Order: President Cox called the meeting to order and led the Pledge of Allegiance. Ms. Gary gave the prayer. President Cox called for roll call. Members of the Cicero Town Council were present or absent as follows: Present: Joseph Cox Absent: Jacob Everett Eric Hayden Dennis Johnson Emily Pearson Declare a Quorum Present: President Cox declared a quorum with all five members present. Others Present: Rhonda Gary, Clerk Treasurer Jeff Rednour, Police Chief Lance Overholser, Fire Chief Frank Zawadzki, Cicero/Jackson Township Plan Commission Director Terry Cooper, Street & Utilities Director Jim Hunter, Parks Superintendent Aaron Culp, Town Attorney Keith Bryant, Town Engineer Bruce Freeman, Storm Water Management Board President Dan Strong, Project Coordinator Approval of Agenda: Mr. Johnson made a motion to approve the agenda as amended. Ms. Pearson seconded, motion carried 5-0. Approval of Prior Minutes: Town Council Staff Meeting Minutes, November 13, 2025, 7:00 PM Town Council Executive Session Memorandum, November 18, 2025, 6:30 PM Town Council Meeting Minutes, November 18, 2025, 7:00 PM Mr. Johnson made a motion to approve the minutes listed above. Ms. Pearson seconded, motion carried 5-0. Approval of 12/2/25 Claims: Mr. Johnson made a motion to approve claims dated 12/2/25 as presented. Ms. Pearson seconded, motion carried 5-0. Council Committee Reports: 1. EDC Report – There was no report. 2. SWU Management Board Report – SWU President Freeman had nothing to report. Legal Counsel Report – Mr. Culp reported that he will present Community Development Corporation Articles of Incorporation and Bylaws at the next council meeting for council 1 approval. There was a brief discussion concerning appointments. President Cox asked Ms. Gary to add this to the next council meeting agenda. Cicero/Jackson Township Plan Commission Report – Director's Report - November 2025 Permit Revenue: November 2025 = -$1,699 YTD: $60,560 November 2024 = $5,491 YTD: $58,861 Difference: Month = -$3,792 YTD: $1,699 A total of six building permits were issued for November 2025. Two were within the corporate limits (of which 0 have been new homes). Four building permits were issued in Jackson Township (of which one was for a new home). Estimated Cost of projects permitted $572,000. Planning Commission is scheduled for 12/10/25 at the Town Hall. BZA is scheduled for 12/18/25 at the Town Hall. Both committees have items on the agenda and will meet. Town Engineer Report – 1. Wastewater – Mr. Bryant reported that Reynolds continues work on the oxidation ditch and digester rehabilitation. Mr. Bryant also reported that they are meeting with Reynolds tomorrow and gave an open invitation to anyone wishing to attend. Afterwards, Mr. Hayden made a motion to approve Pay Application #17 on 12/5/25. Ms. Pearson seconded, motion carried 4-1 with Mr. Everett voting nay. 2. West Jackson Street – After a discussion concerning the lighting, Mr. Hayden made a motion to approve Pay Application #8. Ms. Pearson seconded, motion carried 5-0. Proposed bollards were discussed and it was agreed to use the yellow sleeves over the steel, concrete filled poles. Discussion related to the light fixtures and globes was conducted and it was agreed to approve the submittal from the contractor for clear globes and fixtures to match those installed on East Jackson Street. Mr. Strong noted that the parts to repair the damaged rail by Bronko’s has been ordered. Consideration to adding some photocell lights in the area at the rail/electrical panel was discussed. 3. 2025 Community Crossings Matching Grant (CCMG) – Mr. Bryant noted that the punch list is complete and they would work with DC Services for final invoicing and CCMG closeout. 4. Morse Landing Drive Project – Mr. Bryant stated that there is nothing new and they still plan to solicit bids this month for the underdrain project. 5. 2026 CCMG – President Cox relayed that the town received the grant for E. Jackson Street. After a brief discussion, Mr. Hayden made a motion to approve Task Order 2025- 05 for design and engineering. Ms. Pearson seconded, motion carried 5-0. Old Business: a. Salary Ordinance No. 11-18-2025 – Removed from the agenda. b. Bamboo – President Cox stated that the bamboo overgrowth is now causing visibility issues. Council advised Director Cooper to follow up with Mr. Hall for contacts and to meet with the property owner. New Business: 2 a. 2027 CCMG – Mr. Strong reported that the application process will open in July 2026 for 2027 grant opportunities. He asked council to keep that on their radar. b. Fence – Mr. Strong informed the council that the fencing by Bronco’s has been ordered and will be reinstalled. c. Year End Meeting – Council will meet on 12/29/25 at 8:00 am to pay year end claims. Ms. Gary will advertise the meeting. d. Gift Cards – President Cox presented and distributed gift cards to the department heads for their employees. He thanked them for the work they do for the town. e. Take Home Vehicle – Director Cooper asked council’s blessing for his Senior Superintendent to take home his town owned vehicle. Council was ok with that. Miscellaneous: There was nothing. Comments by Citizens: Ms. Pearson gave a shout out to Superintendent Hunter for going above and beyond for the Holiday Celebration. She also thanked Director Cooper and his crew for a great job plowing the roads. Motion to Adjourn: Mr. Hayden made the motion. Mr. Johnson seconded, motion carried 5-0.
