TOWN OF CICERO TOWN COUNCIL STAFF MEETING MINUTES THURSDAY, FEBRUARY 12, 2026 at 7:00 PM Call to Order: President Cox called the meeting to order with all five members present. Present: Joseph Cox Absent: Jacob Everett Dennis Johnson Eric Hayden Emily Pearson Others Present: Rhonda Gary, Clerk Treasurer 1. Town Council – Fire Territory- Mr. Hayden mentioned having a public meeting with Jackson Township about the fire territory or district. Council believes it’s worthwhile to have that conversation. He will reach out to Robyn Cook. 2. Plan – Mr. Zawadzki had nothing. 3. Fire – Chief Frazier is working with ISO to wrap things up. Joe Cox mentioned that ISO seems to be happy with the direction we are headed. Chief Frazier also mentioned that he has hired six new PRN personnel of which four are already working. 4. Police – Chief Rednour had an update that a police car is totaled. He is working with the town’s insurance company for direction. 5. Water/Wastewater – Director Cooper would like to have an executive session. Council agreed on March 5th at 6:00 PM at Town Hall. Ms. Gary will advertise. Director Cooper introduced Superintendent Wilson to the council. 6. Clerk Treasurer – Ms. Gary stated she will be at conference 3/8/26 – 3/12/26. 7. Project Coordinator – a. Outdoor Seating Areas- Mr. Strong discussed Bryron Street outdoor seating area/sidewalk encroachment permit. He inquired about an annual permit fee. After discussion, the council decided to charge no fee at this time. Mr. Strong distributed a sample agreement for review. He did mention to the council that in the agreement it states that the merchants remove chairs for the months of November-March due to snow removal in an effort to keep the sidewalk clear. Mr. Strong will work with Mr. Culp to create the necessary ordinance. b. Mr. Strong referenced the wheel excise tax. After discussion, it was decided to wait and see how current legislation might affect the wheel excise tax. 8. Parks Dept – Mr. Hunter was not present. He left to attend Friends of the Park Bingo! 1 Motion to Adjourn: Ms. Pearson made the motion. Mr. Johnson seconded, motion carried 5-0.
