TOWN OF CICERO TOWN COUNCIL MEETING MINUTES TUESDAY, MARCH 3, 2026 at 7:00 PM Call to Order: Vice President Johnson called the meeting to order and led the Pledge of Allegiance. Ms. Gary gave the prayer. Vice President Johnson called for roll call. Members of the Cicero Town Council were present or absent as follows: Present: Eric Hayden Absent: Joseph Cox Dennis Johnson Jacob Everett Emily Pearson Declare a Quorum Present: Vice President Johnson declared a quorum with all members present. Others Present: Rhonda Gary, Clerk Treasurer Frank Zawadzki, Cicero/Jackson Township Plan Commission Director Terry Cooper, Street & Utilities Director Bruce Freeman, Storm Water Management Board President Dan Strong, Project Coordinator Approval of Agenda: Mr. Hayden made the motion to approve the agenda as amended. Ms. Pearson seconded, motion carried 3-0. Approval of Prior Minutes: Town Council Retreat Memorandum, February 12, 2026, 6:00 PM Town Council Staff Meeting Minutes, February 12, 2026, 7:00 PM Town Council Retreat Memorandum, February 17, 2026, 6:00 PM Town Council Meeting Minutes, February 17, 2026, 7:00 PM Ms. Pearson made a motion to approve the minutes listed above. Mr. Hayden seconded, motion carried 3-0. Approval of 3/3/26 Claims: Ms. Pearson made a motion to approve claims. Mr. Hayden seconded, motion carried 3-0. Additional Appropriation Notice/Resolution – Mr. Hayden made a motion to open the Additional Appropriation public hearing. Ms. Pearson seconded. Ms. Gary stated that the funds will be spent from the Opioid Unrestricted Fund to purchase AEDs for the Police and Parks Department. Vice President Johnson asked if there were any questions or comments from the public. There were none. Mr. Hayden made a motion to close the public hearing. Ms. Pearson seconded, motion carried 3-0. Ms. Pearson made a motion to approve Additional Appropriation Resolution 03-03-2026-01. Mr. Hayden seconded, motion carried 3-0. 1 Council Committee Reports: 1. OTC Report – Remove from future agendas. 2. EDC Report – No report. 3. SWU Management Board Report – SWU President Feeman stated that the SWU Board met on 2/24/26 to name the bid winner which is SLB Pipe Solutions. They hope to begin the project around April 1, 2026. Frontier will be in the area during that time, but President Freeman doesn’t foresee any issues as the SWU work will take priority. Legal Counsel Report – Mr. Culp was not present. Cicero/Jackson Township Plan Commission Director's Report - February 2026 Permit Revenue: February 2026 = $17,748 YTD: $27,570 February 2025 = $ 4,174 YTD: $6,575 Difference: Month = $13,574.15 YTD: $20,995.01 A total of 16 building permits were issued in February 2026. Nine are inside the corporate limits (of which 0 is for a new home). Seven permits were issued in Jackson Township (of which, 0 is for a new home). Estimated Cost of projects permitted $708,967. The Planning Commission meeting has been cancelled for March 11th, 2026 due to no business. The next BZA meeting is scheduled for March 19th at 7:00 PM at Cicero Town Hall. Mr. Zawadski attended training and became PASER certified last month! Town Engineer Report – Keith Bryant 1. Water – Nothing new to report. 2. Wastewater – Reynolds continues construction. Concrete pours and demolition for the existing oxidation ditch and sludge dewatering area, clarifier rehabilitation, pipe work, electrical work and other tasks continue. Pay application #20 was reviewed and emailed with recommendation for approval and payment on 2/16/26. Mr. Bryant asked that council to consider and approve payment if acceptable. Council opted to wait until the next council meeting. 3. 2024 Community Crossings Matching Grant (CCMG) West Jackson Street – Mr. Bryant, Director Cooper and Mr. Strong walked the project on 2/27/26. A few punch list and possible future warranty items were noted. Substantial Completion paperwork with punch list was prepared and sent to Midwest Paving over the weekend. Once executed by Midwest Paving, it will be presented to the Council. Final quantities, change order and invoicing are being prepared with Midwest Paving. 4. 2025 CCMG MLD, Catherine & Flannigan Streets – The project construction is complete. Final paperwork was submitted to INDOT. 5. 2026 CCMG East Jackson Street – The project bid paperwork was submitted to INDOT. Upon receipt of the grant money, final paperwork will be sent to the contractor, Howard Compaines, to begin construction. 6. Morse Landing Drive Underdrain Project – The SWU Board awarded the project to SLB Pipe Solutions. Upon receipt of acceptable bonds and certificates of insurance, Mr. Bryant will verify construction schedule and notify the adjacent property owners and town representatives. Old Business: There was none. 2 New Business: Mr. Hayden wanted to discuss a Letter of Support from Hamilton County but asked Ms. Gary to add that to the next agenda instead. Miscellaneous: There was nothing. Comments by Citizens: Mr. Hahn inquired about recouping costs for the Frontier incidents. Mr. Zawadzki confirmed that Frontier will be billed for those costs.
