TOWN OF CICERO
TOWN COUNCIL MEETING MINUTES
WEDNESDAY, MAY 6, 2026 at 7:00 PM
Call to Order: Councilman Hayden called the meeting to order and led the Pledge of
Allegiance. Ms. Gary gave the prayer. Councilman Hayden called for roll call. Members of the
Cicero Town Council were present or absent as follows:

Declare a Quorum Present: Councilman Hayden declared a quorum with three members
present. Mr. Culp advised that the council should elect a Pro Tem Council President in the
absence of the Council President and Vice President. Ms. Pearson made a motion to elect
Councilman Hayden Pro Tem President. Mr. Everett seconded, motion carried 3-0.

Approval of Agenda: Ms. Pearson made the motion to approve the agenda as amended. Mr.
Everett seconded, motion carried 3-0.
Approval of Prior Minutes:

Mr. Everett made a motion to approve the minutes listed above. Ms. Pearson
seconded, motion carried 3-0.
Approval of 5/6/26 Claims: Ms. Pearson made a motion to approve the 5/6/26 Claims as
presented. Mr. Everett seconded, motion carried 3-0.
Council Committee Reports:
1. EDC Report – There was none.
2. SWU Management Board Report – SWU President Freeman had nothing to report.
Legal Counsel Report – Mr. Culp reported that he has drafted an ordinance for Jackson Street
weight limit as well as the 20 minute parking as requested by the council. He will have that
ready for the next council meeting.

Cicero/Jackson Township Plan Commission Report - Director's Report
Permit Revenue: April 2026 = $7,521 YTD: $42,011
April 2025 = $5,214 YTD: $14,652
Difference: Month = $2,307 YTD: $27,359
A total of 44 building permits were issued for April 2026. Thirty were inside the
corporate limits (0 new homes). Fourteen permits were issued for Jackson Township (of
which, 1 is for a new home). Six ROW/Extensions in total were issued. Estimated Cost
of projects permitted $956,869.
The Planning Commission meeting will be on May 13th, 2026. The next BZA meeting is
scheduled for May 21st, 2026. Frontier installation was paused on two permits to allow
the Utility guys to keep up with their Spring tasks. Frontier has agreed to use only flush
mount hand holes Town wide and has removed many of the top portions already. Mr.
Zawadzki attended the Hand Suburban Housing Conference last month to discuss
changing housing needs across the region.
Town Engineer Report – Keith Bryant
1. Wastewater – Mr. Bryant noted that Reynolds continues work at the plant focusing on
oxidation ditch 2 and the existing clarifier rehabilitation, piping and other miscellaneous
work to get everything switched over (tentatively the week of May 18) and hopefully get
the project wrapped up. Mr. Everett made a motion to approve Pay Application 22. Ms.
Pearson seconded, motion carried 3-0.
2. 2026 Community Crossings Matching Grant (CCMG) – East Jackson Street – Mr. Bryant
discussed the paving schedule that Howard Company sent. He will get an update as the
dates were not accurate. Mr. Bryant relayed that the East Jackson Street Project will
begin early in June, lasting approximately three weeks with the goal of finishing the week
prior to 7/4/26.
3. Morse Landing Drive Underdrain Project – Mr. Bryant reported that SLB started working
on the underdrain project this week. They have completed about 100’ of the underdrain
installation. He said that the project should be done in three to four weeks depending on
the weather.
Old Business:
1. 2027 CCMG – There was a brief discussion concerning the 2027 CCMG. Mr. Bryant
estimated the cost to be around $2.1 million, if the Council goes with all options. INDOT
has changed the application period to September, giving us until June to decide upon the
scope so that design can begin and not lose the grant if obtained.
2. Bump Out Ordinance 05-06-2026-01 (Amendment) – Mr. Culp stated that the Council
orally amended Bump Out Ordinance 04-21-2026-01. The new amended ordinance is a
revised version. Afterwards, Ms. Pearson made a motion to approve Ordinance 05-06-
2026-01. Mr. Everett seconded, motion carried 3-0.
New Business: Mr. Culp presented a land purchase agreement with Mooney Farms. Ms.
Pearson made a motion to approve the agreement. Mr. Everett seconded, motion carried 3-0.
Miscellaneous:

a. Ms. Pearson gave a shout out to the Cicero Fire Department for all their efforts and hard
work for the latest ISO Rating from 10 to 4.
b. Ms. Pearson reminded everyone that the Fire Department Breakfast is Saturday 5-9-26
from 7:00am-11:00am as well as the Farmers Market afterwards.
c. Mr. Hayden stated that there will be a Trail Dedication to honor Mr. Sethi on 5/23/26 at
10:00am at the ‘new’ ball field area.
Comments by Citizens: Mr. Freeman inquired about BESS timeline. Council didn’t have a
definite answer as agreements are still in the works.
Motion to Adjourn: Ms. Pearson made the motion. Mr. Everett seconded, motion carried 3-0.
