TOWN OF CICERO TOWN COUNCIL MEETING MINUTES TUESDAY, MAY 19, 2026 at 7:00 PM Call to Order: President Cox called the meeting to order and led the Pledge of Allegiance. Ms. Gary gave the prayer. President Cox called for roll call. Members of the Cicero Town Council were present or absent as follows: Present: Joseph Cox Absent: Eric Hayden Dennis Johnson Jacob Everett Emily Pearson Declare a Quorum Present: President Cox declared a quorum with all members present. Others Present: Rhonda Gary, Clerk Treasurer Jeff Rednour, Police Chief Frank Zawadzki, Cicero/Jackson Township Plan Commission Director Terry Cooper, Street & Utilities Director Jim Hunter, Parks Superintendent Aaron Culp, Town Attorney Bruce Freeman, Storm Water Management Board President Dan Strong, Project Coordinator Approval of Agenda: Mr. Johnson made the motion to approve the agenda as amended. Ms. Pearson seconded, motion carried 5-0. Approval of Prior Minutes: Town Council Meeting Minutes, May 6, 2026, 7:00 PM Mr. Hayden made a motion to approve the minutes listed above. Mr. Johnson seconded, motion carried 5-0. Approval of 5/19/26 Claims: Ms. Pearson made a motion to approve claims. Mr. Johnson seconded, motion carried 5-0. Council Committee Reports: 1. EDC Report – There was nothing. 2. SWU Management Board Report – SWU President Freeman had nothing new to report, but noted that the project on Morse Landing Drive has begun. Legal Counsel Report – Mr. Culp presented an agreement between the Town and Mr. Carlisle. Ms. Person made a motion to approve the agreement. Mr. Johnson seconded, motion carried 5-0. Cicero/Jackson Township Plan Commission Report – Mr. Zawadzki had nothing to report, nor did Mr. Strong. 1 Town Engineer Report – Mr. Bryant was not present but emailed the following. 1. Wastewater – Reynolds continues construction. Final work on the oxidation ditch and clarifiers continues with planned system start up this week. Other miscellaneous pipe work, electrical work and punch list work continue to complete the project. 2. 2026 CCMG – The Contractor, Howard Companies, is to begin construction in early June and plans to complete before July 4th. 3. Morse Landing Drive Underdrain Project – The contractor, SLB Pipe Solutions, is installing the underdrain. They plan to complete by mid-June. Old Business: a. Resolution 05-19-2026-01 – Mr. Hayden made a motion to approve Resolution 05-09- 2026-01 which includes certain amendments to the Cicero Economic Development Area. Ms. Pearson seconded, motion carried 5-0. b. Ordinance 05-19-2026-02 – Mr. Johnson made a motion to approve Ordinance 05-19- 2026-02 to allow three 20-minute parking spaces on Jackson Street. Ms. Pearson seconded, motion carried 4-1 with Mr. Hayden voting nay. c. Ordinance 05-16-2026-03 – Mr. Everett made a motion approve Ordinance 05-16- 2026-03 to limit weight restrictions on Jackson Street. Mr. Johnson seconded, motion carried 5-0. New Business: a. Lateral Hires – Chief Rednour presented a lateral hire policy which Council was in favor. Ms. Pearson made a motion to approve the language of the policy. (Ms. Gary will bring the policy to the next council meeting for approval and signatures.) Mr. Johnson seconded, motion carried 5-0. b. Causeway Lights – After a brief discussion, Mr. Hayden made a motion to move forward with the lowest bidder, Omni Electric in the amount of $37,000.00. Mr. Johnson seconded, motion carried 5-0. c. Skid Steer – Mr. Johnson made a motion to approve the purchase of a new skid steer contingent on Mr. Culp’s approval of utilizing Food & Beverage Funds for a portion of the cost (approximately $28,200.00). Ms. Pearson seconded, motion carried 5-0. Miscellaneous: Mr. Hayden inquired if Council had any interest in meeting with Jackson Township to discuss a territory. There was none. Comments by Citizens: 1. Ms. Unger, Cicero resident, clarified her position on e-bikes on the causeway. Council believes they will have an ordinance concerning bikes/e-bikes/scooters at the next council meeting. 2. a. Mr. Hahn, Cicero resident, inquired about the specifics of the ordinance concerning weight restrictions and if there will be an exemption for agriculture on Jackson Street. Council confirmed b. Mr. Hahn inquired about kids’ ability or willingness to read speed limit signs. 2 Motion to Adjourn: Mr. Johnson made the motion. Ms. Pearson seconded, motion carried 5-0.
