TOWN OF CICERO
TOWN COUNCIL MEETING MINUTES
TUESDAY, JUNE 16, 2026 at 7:00 PM
Call to Order: President Cox called the meeting to order and led the Pledge of Allegiance. Ms.
Gary gave the prayer. President Cox called for roll call. Members of the Cicero Town Council
were present or absent as follows:

Declare a Quorum Present: President Cox declared a quorum with all members present.

Approval of Agenda: Mr. Hayden made the motion to approve the agenda as amended. Ms.
Pearson seconded, motion carried 5-0.
Approval of Prior Minutes:
Town Council Meeting Minutes, June 2, 2026, 7:00 PM
Ms. Pearson made a motion to approve the minutes listed above. Mr. Johnson
seconded, motion carried 5-0.
Approval of 6/16/26 Claims: Mr. Johnson made a motion to approve claims. Ms. Pearson
seconded, motion carried 5-0.
LWCF Grant Public Hearing Meeting – Parks Superintendent Hunter gave a brief intro
concerning specifics of the grant. Mr. Hayden then made a motion to open the public meeting.
Ms. Pearson seconded, motion carried 5-0. There were a few questions from the public.
Afterwards, Mr. Hayden made a motion to close the public meeting. Mr. Johnson seconded,
motion carried 5-0.
Council Committee Reports:
1. EDC Report – There was nothing.

2. SWU Management Board Report – SWU President Freeman had nothing new to report
but noted that Ms. Gary has sent the SWU Board the 2027 Budget for review. He also
noted that the Morse Landing Drive Underdrain Project is almost completed.
Legal Counsel Report – Mr. Culp had nothing at this time.
Cicero/Jackson Township Plan Commission Report – Mr. Zawadzki had nothing to report,
nor did Mr. Strong.
Town Engineer Report – Mr. Bryant was not present but submitted the following via email.
1. Wastewater – Reynolds continues construction. Work efforts concentrate on final
restoration and miscellaneous punch list completion. Reynolds Pay Application No. 23
was emailed with recommendations on June 9 for Council consideration. Mr. Hayden
made a motion to approve Pay Application No. 23. Ms. Pearson seconded, motion
carried 5-0.
2. 2026 CCMG – The contractor, Howard Companies, is to begin construction today and
plans to complete before July 4th. Council to consider a possible change order add
(estimated at +/- $4,600.00) to repair the damaged curb at the SE corner of Peru and
Jackson Streets which would extend the mill and surface work. This work is in the
INDOT right of way and has been discussed with INDOT. They are in agreement. The
overage may be within grant eligible quantities but since construction is just beginning,
this is uncertain. The contractor needs direction tonight to complete within the project
schedule. Mr. Hayden made a motion to approve the change order. Ms. Pearson
seconded, motion carried 5-0.
3. Morse Landing Drive Underdrain Project – The contractor, SLB Pipe Solutions, has
installed the underdrain, curbs, drives and road base. They plan to mill and resurface the
road this week and wrap up restoration in the next couple of weeks.
4. 2027 CCMG – Potential project scope and estimates were emailed to the Council on
April 19th. The INDOT CCMG application process is scheduled for September. In order
to meet the revised CCMG timeline, we need scope selection, task order preparation &
approval and survey/design commencement in July. The goal was to have an agreed
upon scope and direction in June. Mr. Strong updated the Council on the grant
eligible/non-eligible projects and the dry water main option. Afterwards, Council’s
consensus was to allow United to move forward with a task order for estimates as
presented with the exception of the dry water main installation estimate. Council would
like to see that as an option or an alternative to the task order.
5. Waterworks Project Task Order 2026-02 – With the recent project scope decisions made
by the Council, we are working to assemble the overall project agreement. This involves
some sub-consultants and a lot of effort for the large project, including five different
construction divisions. In order to get the project design moving, to avoid delays with
crop growth in some areas and to complete survey in the most cost-effective manner, Mr.
Bryant assembled a task order to complete the survey work (including aerial survey
work) and emailed to the Council on June 9th. For reasons noted, Mr. Bryant asked that
the Council consider approval of Task Order No. 2026-02 tonight. Mr. Johnson made a
motion to approve Task Order No. 2026-02. Ms. Pearson seconded, motion carried 4-1
with Mr. Everett voting nay.

Old Business: E-Bike Ordinance No. 06-16-2026-02 – Mr. Hayden made a motion to untable.
Mr. Everett seconded, motion carried 5-0. After a brief recap and discussion, Ms. Pearson made
a motion to approve Ordinance 06-16-2026-02. Mr. Johnson seconded, motion carried 5-0.
New Business:
a. Carlisle Settlement – Mr. Hayden made a motion to approve the revised settlement. Ms.
Pearson seconded, motion carried 5-0.
b. Boat License Agreement – Removed from the agenda.
c. Task Order No. 2026-02 – Approved earlier.
d. August Mack Engagement Letter – Ms. Pearson made a motion to approve the August
Mack Engagement Letter. Mr. Everett seconded, motion carried 5-0.
e. Rate Study/FMR/Tap & Availability Fees – Ms. Gary stated that she is expecting the
Financial Management Report from Baker Tilly any day and would like to move forward
with a rate study. Council consensus is to move forward.
f. LWCF Grant – Discussed earlier.
g. Curb Repair – Discussed earlier.
h. Dock Fee Resolution 06-16-2026-01 – Mr. Johnson made a motion to approve the dock
fee resolution. Ms. Pearson seconded, motion carried 5-0.
i. Ambulance – Council was in favor of moving forward with the new ambulance purchase
funded and repaid from the ambulance fund back to the town. Ms. Gary will work with
Mr. Culp on the details.
Miscellaneous: There was nothing.
Comments by Citizens: Ms. Unger thanked the Council for their work and efforts on the e-bike
ordinance.
Motion to Adjourn: Ms. Pearson made the motion. Mr. Johnson seconded, motion carried 5-0.
