CITY OF CITRUS HEIGHTS CITY COUNCIL MINUTES Special/Regular Meetings of Thursday, October 22, 2015 Citrus Heights Community Center 6300 Fountain Square Drive, Citrus Heights, CA CALL SPECIAL MEETING TO ORDER The special council meeting was called to order at 6:00 p.m. 1. Roll Call: Council Members present: Miller, Slowey, Turner, Bruins and Frost Council Members absent: None Staff present: Hodgkins, Kempenaar, Poole, Tingle, Van, Ziegler and department directors. PUBLIC COMMENT None STUDY SESSION 2. Update on Stop Sign Installation Procedures Principal Civil Engineer Hodgkins presented an overview of the multi-way stop sign installation process and the various guidelines that are used in determining when and where a stop sign is warranted. He specifically explained the process for the implementation of the stop sign at Oakwood Hills and Linda Creek Court. Operations Manager Poole provided an overview of the results of an All Way Stop Sign Survey for the neighborhoods surrounding Oakwood Hills and Linda Creek Court and Old Auburn. City Council comments and questions followed. 3. Update on Progress of the Pedestrian Master Plan Senior Planner Kempenaar explained that the Pedestrian Master Plan will provide a broad vision for the next 30 years, as well as strategies and actions for improving the walking environment. He provided an overview of the process they went through to develop the draft recommendations. A Community Workshop on the draft Plan is scheduled for November 17, 2015, and staff anticipates seeking Council approval in February 2016. ADJOURNMENT Mayor Frost adjourned the special meeting at 6:59 p.m. CALL REGULAR MEETING TO ORDER The regular council meeting was called to order at 7:09 p.m. by Mayor Frost. 1. The flag salute was led by Council Member Miller. 2. The video statement was read by City Clerk Van. APPROVAL OF AGENDA On a motion by Council Member Slowey, seconded by Council Member Miller, the City Council approved the agenda. AYES: Miller, Slowey, Turner, Bruins and Frost NOES: None ABSENT: None PRESENTATIONS City Clerk Van announced that Item 5 would be presented prior to Item 4. 5. Proclamation of the City of Citrus Heights Proclaiming October 18th – 23rd, 2015 as We Support Our Police Week Diane Ebbitt, with the Citrus Heights Police Activities League, stated the residents and business of Citrus Heights want to show their support for the Citrus Heights Police Department. She stated that the CHPD has been awarded the James Q. Wilson award twice naming them the number one Community Oriented Police Department in the entire state. She commended the Citrus Heights Police Officers for their community volunteerism that they do on their own time showing their commitment to the City. The residents and businesses of Citrus Heights take pride and publicly support CHPD and law enforcement. The City Council read and presented the Proclamation to the Chief of Police Boyd 4. Holiday Referral Program Support Services Manager Maraviov provided an overview of the Holiday Referral Program that is in collaboration with the City of Citrus Heights, local service clubs, schools and the community. Families are referred by the local schools, Police Department, neighbors, etc. The Program is asking for donations of toys, clothing, blankets, school supplies, toiletries, and more. COMMENTS BY COUNCIL MEMBERS AND REGIONAL BOARD UPDATES Council Member Turner attended the Spooktacular event. He announced that the Howl O’Ween Harvest Festival would be taking place on Saturday, October 24, 2015. Council Member Slowey provided a report from the Sacramento Public Library Authority Board meeting. Page 2 Citrus Heights City Council Minutes Special/Regular Meetings of October 22, 2015 Council Member Miller attended the Citrus Heights Chamber of Commerce and Rotary Club Golf Tournament. He provided a report from the Regional Transit Board meeting. He attended along with other Council Members the opening ceremony of the Veteran’s Artist Program put on by the History and Arts Commission being held in the Birdcage Shopping Center. Vice Mayor Bruins reported that she has been working with the Citrus Heights Chamber of Commerce to resurrect the Citrus Heights Leadership program with a rollout in 2016. She provided a report from the City Council Quality of Life Committee meeting. She also provided a report from the Citrus Heights Police Activities League. Mayor Frost provided a report from the Greater Sacramento Economic Council Board meeting. She also provided a report from the Sacramento Metropolitan Air Quality Management District Board meeting. PUBLIC COMMENT Paul Reyes Commander with American Legion Post 637 and recently held the Battle of the Band and BBQ event. After reviewing funds that were raised they were able to give the Citrus Heights Veteran’s Center a portion of the funds raised. He presented a check to a representative with the Citrus Heights Veteran’s Center. CONSENT CALENDAR 6. SUBJECT: Second Reading – Zoning Code Amendment – Electronic Signs and Off-Site Signs – File # OTA-15-03 STAFF REPORT: A. Van RECOMMENDATION: Ordinance No. 2015 – 006 An Ordinance of the City of Citrus Heights to Amend Certain Sections of the Zoning Code in Regards to Electronic Signs and Off-site Signs 7. SUBJECT: Second Reading of an Ordinance Adding Article XVII to Chapter 18 of the Citrus Heights Municipal Code Relating to Expedited Permitting Procedures for Small Residential Rooftop Solar Systems STAFF REPORT: G. Anderson RECOMMENDATION: Ordinance No. 2015 – 007 An Ordinance of the City of Citrus Heights Amending Chapter 18, Buildings and Building Regulations of the Citrus Heights Municipal Code by Adding Article XVII “Small Residential Rooftop Solar Energy System” Relating to Expedited Permitting Procedures for Small Residential Rooftop Solar Systems 8. SUBJECT: Sunrise Boulevard Complete Streets Phase 3 PN.5475(033) and Antelope Road Safe Routes to School Project SR2SL 5475(035) Authorization to Request Cooperative Work Agreements Extending Funding Authority for Projects STAFF REPORT: D. Wheaton / S. Hodgkins RECOMMENDATION: Resolution No. 2015 - 099 A Resolution of the City Council of the City of Citrus Heights, California Authorizing the City Manager to Execute Requests for Cooperative Work Agreements for the Sunrise Boulevard Complete Streets Improvement – Phase 3 Project and the Antelope Road Safe Routes to School Project Page 3 Citrus Heights City Council Minutes Special/Regular Meetings of October 22, 2015 9. SUBJECT: Quarterly Treasurer’s Report STAFF REPORT: S. Daniell RECOMMENDATION: Staff Recommends that the Council Receive and File the Quarterly Treasurer’s Report for the Quarter Ending September 30, 2015 ACTION: On a motion by Council Member Slowey, seconded by Council Member Miller, the City Council approved Consent Calendar Items 6, 7, 8 and 9. AYES: Miller, Slowey, Turner, Bruins and Frost NOES: None ABSENT: None PUBLIC HEARING None REGULAR CALENDAR None DEPARTMENT REPORTS None CITY MANAGER ITEMS None ITEMS REQUESTED BY COUNCIL MEMBERS/FUTURE AGENDA ITEMS Council Member suggested that the City Council have a discussion regarding retaining a federal lobbyist advocate. Mayor Frost and Vice Mayor Bruins supported Council Member Miller’s suggestion. City Manager Tingle responded to questions and recommended discussing the topic at the City Council’s next Strategic Planning Retreat.
