CALL REGULAR MEETING TO ORDER
The regular council meeting was called to order at 7:01 p.m. by Mayor Miller.
1. The Flag Salute was led by Mayor Miller.
2. Roll Call: Council Members present: Daniels, Fox, Bruins, Miller
Council Members absent: Slowey
Staff present: Boyd, Poole, Kinnan, Van, Ziegler and department
directors.
3. The video statement was read by City Clerk Van.
APPROVAL OF AGENDA
ACTION: On a motion by Vice Mayor Bruins, seconded by Council Member Fox, the City Council
approved the agenda.
AYES: Daniels, Fox, Bruins, Miller
NOES: None
ABSENT: Slowey
PRESENTATIONS
COMMENTS BY COUNCIL MEMBERS AND REGIONAL BOARD UPDATES
Council Member Daniels had no comments or updates.
Council Member Fox attended the Best of Citrus Heights Chamber of Commerce Awards luncheon.
Vice Mayor Bruins provided a report from the Sacramento-Yolo Mosquito & Vector Control
District regarding increased mosquito activity. She thanked County Supervisor Sue Frost for
providing a newsletter with a list of summer programs available for kids. She announced the Police
Activities League Annual Trap Shoot Fundraiser and highlighted the upcoming Community
Campout event.
Mayor Miller had no comments or updates.
PUBLIC COMMENT
Arthur Ketterling expressed his appreciation for the senior resource directory.

Preparation of a Carriage Drive and Lauppe Lane Safe Schools Corridor Plan

RECOMMENDATION: Adopt Resolution No. 2018-061; A Resolution of the City

Assistance Application

Council of the City of Citrus Heights Approving the Investment Policy and
Delegating Authority to the Finance Director to Invest Funds in Accordance with the
Investment Policy

ACTION: On a motion by Vice Mayor Bruins, seconded by Council Member Fox, the City
Council adopted Consent Calendar Items 4, 5, 6, 7, 8, 9 and 10.

PUBLIC HEARING
11. SUBJECT: Resolution to Record Delinquent Solid Waste Service Charges on the Tax Roll

RECOMMENDATION: Adopt Resolution No. 2018-064; A Resolution of the City
Council of the City of Citrus Heights to Record Delinquent Solid Waste Service
Charges on the Tax Roll
Operations Manager Poole stated that solid waste pickup service is mandatory throughout most of
Sacramento County, including the City of Citrus Heights. The property owner of record is
responsible for payment. Recording delinquent amounts on the tax rolls ensures the city will
receive payment for solid waste pickup from owners who do not pay their bi-monthly bill.
She stated that on June 28, 2018, a Resolution of Intention was adopted that stated the City
Council’s intention to record delinquent solid waste charges, penalties, and interest on the tax roll to
be collected with the general tax levy collected by Sacramento County. Delinquent charges as of
March 1 of each year that are not paid by July 15 of the same year can be recorded on the County
tax rolls in August.
Mayor Miller opened the public hearing at 7:13 p.m., hearing no speakers he closed the public
hearing.
ACTION: On a motion by Council Member Fox, seconded by Vice Mayor Bruins, the City
Council adopted Resolution No. 2018-064; A Resolution of the City Council of the City of
Citrus Heights to Record Delinquent Solid Waste Service Charges on the Tax Roll.

Lieutenant Kinnan gave an update on Police Department calls for service and the seizure of illegal
fireworks for the period of June 28 - July 5.
