PUBLIC COMMENT
This time has been set aside for persons in the audience to make comments on items
within the subject matter jurisdiction of the City Council that ARE NOT LISTED ON THIS
AGENDA. Members of the audience will have the opportunity to address the City Council
about ALL OTHER ITEMS ON THIS AGENDA at the time those items are considered.
Public Comment will be taken for 30 minutes following Ceremonial Matters and will
resume later in the agenda if there are speakers who were not given an opportunity to
speak because of the 30-minute time restriction.

Under the provisions of the Brown Act, the City Council is prohibited from taking action on
oral requests but may refer the matter to staff or to a subsequent meeting. The City
Council will respond after public comment has been received. Please state your name.
Each speaker will be limited to four (4) continuous minutes.
CONSENT CALENDAR
All matters listed on the consent calendar are considered to be routine and may be acted
upon by one motion after public comment has been received. Most items have been
previously considered by the Council or one or more commissions and/or committees.
Only City Councilmembers may pull an item for discussion. Reading of resolutions and
ordinances is waived and they will be adopted and numbered. Now is the time for those in
the audience who wish to speak to items listed on the consent calendar. Each speaker will
be limited to four (4) continuous minutes of comment on the consent calendar as a whole.
1. ADOPTION OF RESOLUTIONS APPROVING CITY WARRANT REGISTER
Recommendation: Staff recommends that the City Council adopt the resolutions allowing
certain claims and demands specifying the funds out of which the
same are to be paid, dated September 24 and October 8, 2015.

2. CITY COUNCIL MINUTES OF SEPTEMBER 22, 2015
Recommendation: Staff recommends that the City Council approve and file the
September 22, 2015 minutes.

3. SECOND READING AND ADOPTION OF ORDINANCES AMENDING TITLES 5
AND 16 OF THE CLAREMONT MUNICIPAL CODE, AND AMENDING TABLE 2 IN
SECTION 2.3.3 OF THE CLAREMONT VILLAGE EXPANSION SPECIFIC PLAN
REGARDING MASSAGE BUSINESSES, ESTABLISHMENTS, PRACTITIONERS,
TECHNICIANS, AND THERAPISTS (FILE #15-CA01) - CITY INITIATED
Recommendation: Staff recommends that the City Council:
A. Waive further reading and adopt an ordinance amending Title 16
of the Claremont Municipal Code and the Village Expansion Specific
Plan;
B. Waive further reading and adopt an ordinance amending Title 5 of
the Claremont Municipal Code; and
C. Direct staff to publish a summary of each ordinance in the local
newspaper.

PUBLIC HEARINGS
Public Hearings will not begin before 7:00 p.m. All speakers will be limited to a total of
four (4) continuous minutes, which cannot be delegated.
4. APPEAL OF ARCHITECTURAL COMMISSION DENIAL FOR ARCHITECTURAL
REVIEW FILE #13-A25, SERRANO II RESIDENTIAL PROJECT, LOCATED AT 700
WEST BASE LINE ROAD. APPELLANT - D.R. HORTON LOS ANGELES HOLDING
COMPANY, INC.
Recommendation: Staff recommends that the City Council adopt the resolution reversing
the Architectural Commission's decision and approving the project
design plans subject to the applicant working with staff to make the
following modifications:
A. Revise the second floor window location, sizing, and orientation to
improve design consistency and second floor privacy as suggested
by the project architect in the applicant's response to Architectural
Commission concerns;
B. Redesign the Spanish Eclectic-style homes, comprising 10 of the
40 units, to replace the brown craftsman-style window trim with a
lighter-colored, Spanish-style molding; and
C. Change the color of the ranch-style house numbered as 5-P1C,
the third home from the western edge of Serrano II that backs up to
Base Line Road, to a grey color with white trim to relieve the
monotony created by the similarity of the brown color of this home
and the two adjacent homes.

ORDINANCES
5. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CLAREMONT,
AMENDING AND UPDATING CHAPTER 1.14 OF THE CLAREMONT MUNICIPAL
CODE REGARDING AUTHORITY OF THE CITY’S ARBORIST TO ENFORCE THE
MUNICIPAL CODE AND ISSUE ADMINISTRATIVE FINES AND PENALTIES
Recommendation: Staff recommends that the City Council introduce the ordinance
amending and updating Chapter 1.14 of the Claremont Municipal
Code regarding the authority of the City's Arborist to enforce the
Municipal Code and issue administrative fines and penalties, waive
further reading of the ordinance, place the ordinance on first reading,
refer it to the City Attorney for not less than five days, and direct staff
to publish a summary of the ordinance in the local newspaper.

ADMINISTRATIVE ITEMS
6. CITY OF LA VERNE OPERATION AND MAINTENANCE AGREEMENT FOR THE
CLAREMONT WATER SYSTEM
Recommendation: Staff recommends that the City Council adopt the resolution
approving and authorizing execution of the proposed agreement with
the City of La Verne for the operation and maintenance of the
Claremont Water System.
