Members of the audience will have the opportunity to address the City Council about ALL OTHER ITEMS ON THIS AGENDA at the time those items are considered. Page 2 CITY COUNCIL AGENDA February 9, 2016 Public Comment will be taken for 30 minutes following Ceremonial Matters and will resume later in the agenda if there are speakers who were not given an opportunity to speak because of the 30-minute time restriction. Under the provisions of the Brown Act, the City Council is prohibited from taking action on oral requests but may refer the matter to staff or to a subsequent meeting. The City Council will respond after public comment has been received. Please state your name. Each speaker will be limited to four (4) continuous minutes. CONSENT CALENDAR All matters listed on the consent calendar are considered to be routine and may be acted upon by one motion after public comment has been received. Most items have been previously considered by the Council or one or more commissions and/or committees. Only City Councilmembers may pull an item for discussion. Reading of resolutions and ordinances is waived and they will be adopted and numbered. Now is the time for those in the audience who wish to speak to items listed on the consent calendar. ADOPTION OF A RESOLUTION APPROVING CITY WARRANT REGISTER Recommendation: Staff recommends that the City Council adopt a resolution allowing certain claims and demands specifying the funds out of which the same are to be paid, dated January 28, 2016. APPROVAL OF ASSIGNMENT AND ASSUMPTION AGREEMENT FOR COMPLETION OF PUBLIC IMPROVEMENTS FOR TRACT MAP NO. 62814 Recommendation: Staff recommends that the City Council adopt the resolution approving the Assignment and Assumption Agreement for Completion of Public Improvements for Tract Map No. 62814. LOT LINE ADJUSTMENT (FILE #12-LL03) AFFECTING TWO PARCELS ON THE WEST SIDE OF YALE AVENUE BETWEEN FIRST AND SECOND STREETS (119 NORTH YALE AVENUE AND THE CITY OF CLAREMONT PARKING LOT DIRECTLY TO THE WEST) ASSOCIATED WITH THE SALE OF REAL CITY PROPERTY TO THE APPLICANT. APPLICANTS - LAWRENCE CARLTON FEEMSTER AND SANDRA KAY FEEMSTER FAMILY TRUST OF JUNE 2003 Recommendation: Staff recommends that the City Council take the following actions: A. Adopt the resolution approving the Purchase and Sale Agreement with Lawrence Carlton Feemster and Sandra Kay Feemster Family Trust of June 2003 to sell a 200 square foot parcel for the price of $7,000, and authorize the City Manager to execute the agreement; and B. Adopt the resolution approving the proposed lot line adjustment. PURCHASE OF REPLACEMENT POLICE MOTORCYCLES Recommendation: Staff recommends that the City Council take the following actions: A. Authorize the City Manager and/or his designee to enter into a contract with Long Beach BMW in the amount of $110,000 for the purchase of four 2016 BMW Police Motorcycles; B. Authorize the City Manager and/or his designee to enter into a contract with Watch Guard in the amount of $31,700 for the purchase of four in-car video systems to be installed on the BMW motorcycles; C. Authorize the City Manager and/or his designee to enter into a contract with All-State Police Equipment Supply in the amount of $6,889 for the purchase of four patrol rifles to be installed on the BMW motorcycles; and D. Appropriate $148,589 from the Impound Lot fund balance to fund the purchase of four new motorcycles, in-car video systems, and patrol rifles. AWARD OF CONTRACT - WHEELER PARK LIGHTING FIXTURES Recommendation: Staff recommends that the City Council authorize the City Manager to enter into a contract with NLS Lighting, LLC in the amount of $72,485 to purchase 27 light poles, fixtures, fixture arms, and controls for the Wheeler Park Lighting Improvement Project.
