Under the provisions of the Brown Act, the City Council is prohibited from taking action on oral requests but may refer the matter to staff or to a subsequent meeting. ADOPTION OF A RESOLUTION APPROVING CITY WARRANT REGISTER Recommendation: Staff recommends that the City Council adopt a resolution allowing certain claims and demands specifying the funds out of which the same are to be paid, dated April 6, 2017. CITY COUNCIL MINUTES OF MARCH 28, 2017 (SPECIAL CLOSED SESSION, SPECIAL, AND REGULAR) Recommendation: Staff recommends that the City Council approve and file the special closed session, special, and regular City Council meeting minutes of March 28, 2017. LOT LINE ADJUSTMENT (FILE #16-LL02) AFFECTING THREE PARCELS NEAR THE NORTHERN TERMINUS OF TAYLOR DRIVE (475 TAYLOR DRIVE, 476 TAYLOR DRIVE, AND 842 HARRISON AVENUE) ASSOCIATED WITH VESTING TENTATIVE PARCEL MAP #71327, PROPOSED BY MOUNT SAN ANTONIO GARDENS. APPLICANT - BARBARA L. HALL. P.E., INC. Recommendation: Staff recommends that the City Council adopt a resolution approving the proposed Lot Line Adjustment, as the findings required in Section 17.256.020 of the Claremont Municipal Code can be made. AUTHORIZATION TO ENTER INTO A NEW PROFESSIONAL SERVICES AGREEMENT WITH CAJA ENVIRONMENTAL SERVICES, LLC, TO ASSIST THE CITY IN THE COMPLETION OF AN ENVIRONMENTAL IMPACT REPORT FOR THE CLAREMONT GRADUATE UNIVERSITY MASTER PLAN Recommendation: Staff recommends that the City Council: A. Authorize the City Manager to execute a Professional Services Agreement with CAJA Environmental Services for professional environmental planning services, beginning April 11, 2017, in the amount of $94,500; and B. Authorize the City Manager to request that the Consultant perform extra work not to exceed $75,000, if additional tasks are required. Attachment(s): CAJA Environmental Services Proposal 5. RESOLUTION FOR FUNDING FROM THE URBAN AND COMMUNITY FORESTRY GRANT PROGRAM Recommendation: Staff recommends that the City Council adopt the resolution to apply for funding from the Urban and Community Forestry Grant Program as provided through the Greenhouse Gas Reduction Fund. YOUTH MAINTENANCE LEADER PROGRAM REPORT Recommendation: Staff recommends that the City Council direct the City Manager to continue the Youth Maintenance Leader Program. PUBLIC HEARINGS - None ORDINANCE 7. OXFORD AVENUE SPEED SURVEY: COLBY CIRCLE TO SCRIPPS DRIVE Recommendation: Staff recommends that the City Council introduce the ordinance to adopt the updated speed limit on Oxford Avenue, between Colby Circle and Scripps Drive, waive further reading of the ordinance, and refer it to the City Attorney for not less than five days. AWARD OF CONTRACTS FOR CITYWIDE LANDSCAPE MAINTENANCE SERVICES Recommendation: Staff recommends that the City Council: A. Award a two-year contract with three optional one-year extensions to Excel Landscape, Inc. of Corona for Village landscape maintenance services in the amount of $222,360 annually, plus $26,000 for irrigation repairs and plant replacement, for a total of $248,360 per year; B. Award a two-year contract with three optional one-year extensions to Excel Landscape, Inc. of Corona for park maintenance services in the amount of $715,380 annually, plus $56,000 for irrigation repairs and plant replacement, for a total of $771,380 per year; C. Award a two-year contract with three optional one-year extensions to MCE Corporation of Dublin for right-of-way maintenance services in the amount of $299,758 annually, plus $59,000 in irrigation repairs and plant replacement, for a total of $358,758 per year; D. Authorize the City Manager to execute the contracts; and E. Appropriate $17,000 in 2017-18 from additional Landscape and Lighting District (LLD) assessment revenues to fully fund the contracts. RECOMMENDATION ON THE ESTABLISHMENT OF A QUIET ZONE ALONG THE CLAREMONT RAILROAD CORRIDOR Recommendation: Staff and the Traffic and Transportation Commission recommend that the City Council: A. Direct that all documentation, environmental study, liability insurance information, and regulatory documentation (including bringing required actions back to the City Council) be completed for the implementation of a Quiet Zone in Claremont in coordination with the Gold Line construction; B. Direct staff to work with the Gold Line Construction Authority to ensure the Authority's commitment to the completion of Quiet Zone-related improvements with the Gold Line construction, and that these improvements be given high priority to allow the Quiet Zone to be implemented within the scope of the Gold Line construction. Additionally, the Gold Line Quiet Zone improvements should be constructed in accordance with the improvements outlined in the Quiet Zone Feasibility Study (with the understanding that the Gold Line construction will include the installation of Quad Gates), as these improvements have been approved by the California Public Utilities Commission and Metrolink as part of the diagnostic meeting process; and C. Direct staff to continue to work with neighboring cities, and the San Gabriel Valley Council of Governments, to pursue combined liability insurance coverage to address the cost of liability insurance associated with the implementation of a Quiet Zone.
