Members of the audience will later have the opportunity to address the City Council regarding ALL OTHER ITEMS ON THE AGENDA at the time the Council considers those items. At this time the Council will take public comment for 30 minutes. Public Comment will resume later in the meeting if there are speakers who did not get an opportunity to speak because of the 30-minute time limit. The Brown Act prohibits the City Council from taking action on oral requests relating to items that are not on the agenda. The Council may engage in a brief discussion, refer the matter to staff, and/or schedule requests for consideration at a subsequent meeting. The Council requests, but does not require, speakers to identify themselves. When you come up to speak, please state your name unless you wish to remain anonymous. Each speaker will be allowed four (4) continuous minutes. CONSENT CALENDAR All matters listed on the consent calendar are considered to be routine. The City Council or one or more Commissions and/or Committees have previously considered most of the items on the consent calendar. The Council may act on these items by one motion following public comment. Only Councilmembers may pull an item from the consent calendar for discussion. The City Council will waive reading of resolutions and ordinances. Each resolution and ordinance will be numbered following Council approval. ADOPTION OF A RESOLUTION APPROVING THE CITY WARRANT REGISTER Recommendation: Staff recommends that the City Council adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, ALLOWING CERTAIN CLAIMS AND DEMANDS SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID, dated October 4, 2018. CITY COUNCIL MINUTES OF SEPTEMBER 25, 2018 (REGULAR) Recommendation: Staff recommends that the City Council approve and file the regular City Council meeting minutes of September 25, 2018. AWARD OF CONTRACT FOR PAVEMENT REPAIR ON TOWNE AVENUE, BETWEEN HARRISON AVENUE AND FOOTHILL BOULEVARD, AND ANDREWS DRIVE EAST OF CLAREMONT BOULEVARD, C.I.P. 2018-04 Recommendation: Staff recommends that the City Council award the contract for the Pavement Repair Project, C.I.P. No. 2018-04, to Hardy & Harper Inc., of Santa Ana, in the amount of $96,000, and authorize a 10% contingency in the amount of $9,600, for a total of $105,600. Attachment(s): Agreement for CIP 2018-4 4. AWARD OF CONTRACT TO DYNAMIC BUILDING MAINTENANCE FOR CUSTODIAL SERVICES Recommendation: Staff recommends that the City Council: A. Authorize the City Manager to enter into an eight-month contract, with four optional one-year extensions, with Dynamic Building Maintenance in the amount of $25,600 for the eight-month contract, and $38,400 per additional year for custodial services; and B. Direct staff to review and revise the scope of all custodial services contracts, issue RFP's based on these revisions, and bring the results back to the City Council in the spring of 2019. PUBLIC HEARINGS - None ORDINANCE 5. ADOPTION OF AN URGENCY ORDINANCE EXTENDING A MORATORIUM ON THE ESTABLISHMENT OF ELECTRIC SCOOTER RENTAL BUSINESSES IN CLAREMONT Recommendation: Staff recommends that the City Council adopt AN URGENCY ORDINANCE OF THE CITY OF CLAREMONT, CALIFORNIA, ENACTED PURSUANT TO CALIFORNIA GOVERNMENT CODE SECTIONS 36934, 36937, AND 65858, EXTENDING A MORATORIUM ON ESTABLISHING, LOCATING, OR OPERATING AN ELECTRIC SCOOTER RENTAL BUSINESS IN THE CITY AND THE GRANTING OR ISSUING OF ANY FINDING OF SIMILAR USE, LICENSE, CERTIFICATE, OR PERMIT BY THE CITY WITH RESPECT THERETO FOR THE PURPOSE OF FURTHER STUDY AND ANALYSIS.
