This time is allocated for reports about their activities. Page 2 City Council Agenda November 12, 2019 CITY MANAGER REPORT PUBLIC COMMENT The Council has set aside this time for persons in the audience who wish to comment on items that ARE NOT LISTED ON THIS AGENDA, but are within the jurisdiction of the City Council. Members of the audience will later have the opportunity to address the City Council regarding ALL OTHER ITEMS ON THE AGENDA at the time the Council considers those items. At this time the Council will take public comment for 30 minutes. Public Comment will resume later in the meeting if there are speakers who did not get an opportunity to speak because of the 30-minute time limit. The Brown Act prohibits the City Council from taking action on oral requests relating to items that are not on the agenda. The Council may engage in a brief discussion, refer the matter to staff, and/or schedule requests for consideration at a subsequent meeting. The Council requests, but does not require, speakers to identify themselves. When you come up to speak, please state your name unless you wish to remain anonymous. Each speaker will be allowed four (4) continuous minutes. CONSENT CALENDAR All matters listed on the consent calendar are considered to be routine. The City Council or one or more Commissions and/or Committees have previously considered most of the items on the consent calendar. The Council may act on these items by one motion following public comment. Only Councilmembers may pull an item from the consent calendar for discussion. The City Council will waive reading of resolutions and ordinances. Each resolution and ordinance will be numbered following Council approval. Now is the time for those in the audience to comment on the consent calendar. Each speaker will be allowed four (4) continuous minutes to comment on items on the consent calendar. 1. RESIGNATION OF PUBLIC ART COMMITTEE MEMBER ADRIANA TCHALIAN Recommendation: Staff recommends that the City Council accept with regret the resignation of Adriana Tchalian from the Public Art Committee effective October 29, 2019. RESIGNATION OF SUSTAINABILITY COMMITTEE MEMBER RICK MCPHERSON Recommendation: Staff recommends that the City Council accept with regret the resignation of Rick McPherson from the Sustainability Committee effective October 28, 2019. ADOPTION OF A RESOLUTION APPROVING CITY WARRANT REGISTER Recommendation: Staff recommends that the City Council adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, ALLOWING CERTAIN CLAIMS AND DEMANDS SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID, dated, October 31, 2019. Attachment(s): Resolution Approving City Warrant Register Dated October 31, 2019 4. CITY COUNCIL MINUTES OF OCTOBER 22, 2019 (REGULAR) Recommendation: Staff recommends that the City Council approve and file the regular City Council meeting minutes of October 22, 2019. Attachment(s): Draft Regular Meeting Minutes of October 22, 2019 5. RESOLUTION APPOINTING AN ASSISTANT DIRECTOR OF EMERGENCY SERVICES Recommendation: Staff recommends that the City Council adopt a RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, APPOINTING THE CHIEF OF POLICE AS THE ASSISTANT DIRECTOR OF EMERGENCY SERVICES, PURSUANT TO CLAREMONT MUNICIPAL CODE SECTION 2.48.050. Attachment(s): Resolution Appointing an Assistant Director of Emergency Services 6. CANCELLATION OF THE DECEMBER 24, 2019 REGULAR CITY COUNCIL MEETING Recommendation: Staff recommends that the City Council cancel the regular City Council meeting of December 24, 2019. 7. AWARD OF CONTRACT TO CT&T CONCRETE PAVING, INC. FOR THE SIDEWALK MITIGATION PROJECT TO PROVIDE SIDEWALK REPAIR AND REPLACEMENT SERVICES (PROJECT FUNDED BY RESTRICTED MEASURE R FUNDS) Recommendation: Staff recommends that the City Council: A. Authorize the City Manager to enter into an agreement with CT&T Concrete Paving, Inc. in the amount of $281,600, and authorize a ten percent project contingency of $28,100, for a total of $309,700 to provide sidewalk repair and replacement services as part of the City's Sidewalk Rehabilitation Project; B. Authorize the City Manager to enter into an agreement with RKA Consulting Group in the amount of $21,000 for inspection services; and C. Appropriate $30,700 from the Measure R Fund to fully fund the project. 8. INVESTMENT REPORT - QUARTER ENDING SEPTEMBER 30, 2019 Recommendation: Staff recommends that the City Council receive and accept the Investment Report for the quarter ending September 30, 2019. QUARTERLY FINANCIAL UPDATE - SEPTEMBER 30, 2019 Recommendation: Staff recommends that the City Council receive and file the Quarterly Financial Update, dated September 30, 2019. PUBLIC HEARINGS - None ORDINANCE 10. ADOPTION OF THE 2019 CALIFORNIA BUILDING CODES AND AMENDMENTS TO MEET LOCAL CONDITIONS Recommendation: Staff recommends that the City Council: A. Introduce for first reading AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CLAREMONT CALIFORNIA, ADOPTING BY REFERENCE THE 2019 EDITION OF THE CALIFORNIA BUILDING STANDARDS CODE (CALIFORNIA CODE OF REGULATIONS, TITLE 24); INCLUDING THE 2019 CALIFORNIA BUILDING CODE, (INCORPORATING AND AMENDING THE 2018 INTERNATIONAL BUILDING CODE); THE 2019 CALIFORNIA RESIDENTIAL CODE, (INCORPORATING AND AMENDING THE 2018 INTERNATIONAL RESIDENTIAL CODE); THE 2019 CALIFORNIA ELECTRICAL CODE (INCORPORATING AND AMENDING THE 2017 NATIONAL ELECTRICAL CODE); THE 2019 CALIFORNIA MECHANICAL CODE (INCORPORATING AND AMENDING THE 2018 UNIFORM MECHANICAL CODE); THE 2019 CALIFORNIA PLUMBING CODE (INCORPORATING AND AMENDING THE 2018 UNIFORM PLUMBING CODE); THE 2019 CALIFORNIA GREEN BUILDING STANDARDS CODE: AND THE 2019 CALIFORNIA ENERGY CODE: TOGETHER WITH CERTAIN ADDITIONS, INSERTIONS, DELETIONS AND CHANGES THERETO; AND ADOPTING BY REFERENCE THE 2020 LOS ANGELES COUNTY FIRE CODE, (LOS ANGELES COUNTY CODE, TITLE 32) INCORPORATING AND AMENDING THE 2019 CALIFORNIA FIRE CODE (INCORPORATING AND AMENDING THE 2018 EDITION OF THE INTERNATIONAL FIRE CODE); and B.
