CLAREMONT CITY COUNCIL MEETING AGENDA “We are a vibrant, livable, and inclusive community dedicated to quality services, safety, financial strength, sustainability, preservation, and progress with equal representation for our community.” City Council Chamber Tuesday 225 Second Street October 27, 2020 Claremont, CA 91711 6:30 PM COUNCILMEMBERS LARRY SCHROEDER MAYOR COREY CALAYCAY ED REECE JENNIFER STARK JED LEANO Pursuant to the local emergency concerning the COVID-19 virus declared by the City Council of the City of Claremont on March 19, 2020, the Los Angeles County Department of Health's "Safer at Home Order" issued March 19, 2020, and Executive Order N-29-20 issued by Governor Gavin Newsom on March 18, 2020, the following protocols will apply to public participation for the duration of the emergency: Members of the public will not be permitted to be physically present at meetings. To allow for public participation, the City Council will conduct its meeting through Zoom Video Communications. To participate in the meeting from the comfort of your own home or office, download Zoom on any phone or computer device and copy and paste the following link into your browser to access and participate in the live City Council meeting at 6:30 p.m.: https://zoom.us/j/256208090 or to only listen from the phone dial (213)338-8477, Webinar ID: 256 208 090. Members of the public who wish to address the City Council on any matter listed on the agenda or a subject matter within the jurisdiction of the City Council may utilize the following methods. The Council requests, but does not require, the public speakers to identify themselves. OPTION 1: LIVE COMMENTS - Through Zoom, someone wishing to speak may virtually "raise your hand". Wait to be called upon by the City Clerk, and then you may provide verbal comments for up to 4 minutes. OPTION 2: E-MAIL - Public comments may be sent via email to the City Clerk’s office at sdesautels@ci.claremont.ca.us or jcostanza@ci.claremont.ca.us. All emails received before 3:00 p.m., will be distributed to the City Council, imaged into the City’s document archive system, and read into the record (up to 4 minutes). All comments received via mail will be distributed to the City Council, imaged into the City’s document archive system, and read into the record (up to 4 minutes). OPTION 4: TELEPHONICALLY - Members of the public wanting to address the City Council telephonically are requested to inform the Claremont City Clerk's office no later than 3:00 p.m. on the day of the meeting. You will be called during consideration of the item you are interested in and given up to 4 minutes to speak. The meeting will not be live streamed through Granicus as the meeting will be live streamed through Zoom instead. The recorded meeting will be uploaded and saved as a record. This time is allocated for reports about their activities. CITY MANAGER REPORT PUBLIC COMMENT The Council has set aside this time for persons in the audience who wish to comment on items that ARE NOT LISTED ON THIS AGENDA, but are within the jurisdiction of the City Council. Members of the audience will later have the opportunity to address the City Council regarding ALL Page 3 City Council Agenda October 27, 2020 OTHER ITEMS ON THE AGENDA at the time the Council considers those items. At this time the Council will take public comment for 30 minutes. Public Comment will resume later in the meeting if there are speakers who did not get an opportunity to speak because of the 30-minute time limit. The Brown Act prohibits the City Council from taking action on oral requests relating to items that are not on the agenda. The Council may engage in a brief discussion, refer the matter to staff, and/or schedule requests for consideration at a subsequent meeting. The Council requests, but does not require, speakers to identify themselves. When you come up to speak, please state your name unless you wish to remain anonymous. Each speaker will be allowed four (4) continuous minutes. CONSENT CALENDAR All matters listed on the consent calendar are considered to be routine. The City Council or one or more Commissions and/or Committees have previously considered most of the items on the consent calendar. The Council may act on these items by one motion following public comment. Only Councilmembers may pull an item from the consent calendar for discussion. The City Council will waive reading of resolutions and ordinances. Each resolution and ordinance will be numbered following Council approval. Now is the time for those in the audience to comment on the consent calendar. Each speaker will be allowed four (4) continuous minutes to comment on items on the consent calendar. 1. ADOPTION OF A RESOLUTION APPROVING THE CITY WARRANT REGISTER Recommendation: Staff recommends that the City Council adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID, dated October 15, 2020. CITY COUNCIL MINUTES OF OCTOBER 13, 2020 (SPECIAL AND REGULAR) Recommendation: Staff recommends that the City Council approve and file the special and regular City Council meeting minutes of October 13, 2020. ACCEPTANCE OF A SOUTHERN CALIFORNIA EDISON EASEMENT AT 570 WEST BONITA AVENUE FOR INSTALLATION AND MAINTENANCE OF ELECTRICAL POWER LINES TO THE NEW WIRELESS COMMUNICATION FACILITY Recommendation: Staff recommends that the City Council adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, AUTHORIZING THE ACCEPTANCE OF A GRANT OF EASEMENT TO COVER SOUTHERN CALIFORNIA EDISON COMPANY UNDERGROUND FACILITIES TO SERVE THE NEW WIRELESS COMMUNICATION FACILITY AT 507 WEST BONITA AVENUE. Attachment(s): Resolution Accepting Southern California Edison Grant of Easement 4. INVESTMENT REPORT - QUARTER ENDING SEPTEMBER 30, 2020 Recommendation: Staff recommends that the City Council receive and accept the Investment Report for the quarter ending September 30, 2020. 5. AWARD OF CONTRACT TO RYMAX ELECTRIC, INC., FOR CONSTRUCTION OF THE MEMORIAL PARK LIGHTING PROJECT (FUNDING SOURCE: PARK DEDICATION FUND) Recommendation: Staff recommends that the City Council authorize the City Manager to enter into a contract with Rymax Electric, Inc., in the amount of $89,189 for the construction of the Memorial Park Lighting Project, approve a project contingency of $13,378, and an allocation of $3,000 for project inspection services, for a total amount not to exceed $105,567. 6. SAFE, CLEAN WATER PROGRAM (MEASURE W) REGIONAL FUNDS APPLICATION FOR THE DESIGN AND POTENTIAL CONSTRUCTION OF A STORM WATER TREATMENT AND INFILTRATION PROJECT PROPOSED AT LARKIN PARK Recommendation: Staff recommends that the City Council receive and file the report for the Safe, Clean Water Program (Measure W) Regional Funds Application. PUBLIC HEARINGS - None ORDINANCES - None ADMINISTRATIVE ITEMS 7. 2019-20 GENERAL FUND UPDATE (UNAUDITED) Recommendation: Staff recommends that the City Council allocate the General Fund surplus of $312,887 from 2019-20 to the City's Operating and Environmental Emergency Reserve. 8. QUARTERLY FINANCIAL UPDATE - SEPTEMBER 30, 2020 Recommendation: Staff recommends that the City Council receive and file the Quarterly Financial Update, dated September 30, 2020. 9. APPROPRIATION OF ADDITIONAL FUNDS FOR THE FOOTHILL BOULEVARD MASTER Page 5 City Council Agenda October 27, 2020 PLAN IMPROVEMENTS PROJECT, CIP 2018-01 - FINAL PROJECT CLOSE OUT (FUNDING SOURCE: FOOTHILL RELINQUISHMENT FUND) Recommendation: Staff recommends that the City Council: A. Authorize the City Manager to execute an amendment to the contract with Gentry Brothers, Inc., increasing compensation under the agreement by $300,000 to account for construction contingencies beyond the ten percent authorized when the project bid was originally awarded; B. Authorize the City Manager to execute an amendment to the contract with KOA Corporation, increasing compensation under the contract by $30,000 to account for additional construction management costs that resulted from the additional time taken to complete the project; and C. Appropriate an additional $330,000 from the Foothill Relinquishment Fund to fully fund the cost of the project.
