Approve the purchase of Motorola Solutions, Inc. radio equipment offered through the reimbursable State of California 2019 Homeland Security Grant Program (SHSGP); and B. Authorize the City Manager to enter into an agreement with Motorola Solutions, Inc. in the amount of $51,789 for the purchase of portable radios. 6. AUTHORIZATION TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH COLBERT ENVIRONMENTAL GROUP FOR NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES) AND MUNICIPAL SEPARATE STORM SEWER SYSTEM (MS4) COMPLIANCE SERVICES (FUNDING SOURCES: MEASURE W FUND AND GENERAL FUND) Recommendation: Staff recommends that the City Council authorize the City Manager to enter into a one-year professional services agreement, and allow for up to four additional one-year extensions, with Colbert Environmental Group for National Pollutant Discharge Elimination System and Municipal Separate Storm Sewer System permit compliance services in the amount of $105,000 per year. 7. AUTHORIZATION TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH ADVANTEC CONSULTING ENGINEERS FOR PROFESSIONAL TRAFFIC ENGINEERING SERVICES (FUNDING SOURCES: MEASURE M FUND AND PROPOSITION C FUND) Recommendation: Staff recommends that the City Council: A. Authorize the City Manager to enter into a professional services agreement with Advantec Consulting Engineers for specialized professional traffic engineering services in the amount of $376,390; and B. Appropriate $276,390 from the Proposition C Fund to fully fund the services provided under the agreement 8. AWARD OF CONTRACT FOR THE AMERICANS WITH DISABILITIES ACT (ADA) IMPROVEMENTS PROJECT, C.I.P. 2021-04, AT SIXTH STREET AND HARVARD AVENUE (FUNDING SOURCE: MEASURE M FUND) Recommendation: Staff recommends that the City Council: A. Award a contract to TSR Construction and Inspections for the ADA Improvements Project, C.I.P. 2021-04; and B. RESOLUTION APPROVING PARTICIPATION IN THE ALCOHOL BEVERAGE CONTROL (ABC) GRANT PROGRAM (FUNDING SOURCE: ABC GRANT) Recommendation: Staff recommends that the City Council: A. Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, APPROVING PARTICIPATION IN THE STATE OF CALIFORNIA ALCOHOL BEVERAGE CONTROL (ABC) GRANT PROGRAM; and B.
