To allow for public participation, the City Council will conduct its meeting through Zoom Video Communications. Members of the public who wish to address the City Council on any matter listed on the agenda or a subject matter within the jurisdiction of the City Council may utilize the following methods. The Council requests, but does not require, the public speakers to identify themselves. OPTION 1: LIVE COMMENTS - Through Zoom, someone wishing to speak may virtually "raise your hand". Wait to be called upon by the City Clerk, and then you may provide verbal comments for up to four minutes. If you are dialing in by telephone and wish to speak, please push *9. CITY MANAGER REPORT PUBLIC COMMENT The Council has set aside this time for persons in the audience who wish to comment on items that ARE NOT LISTED ON THIS AGENDA, but are within the jurisdiction of the City Council. Public Comment will resume later in the meeting if there are speakers who did not get an opportunity to speak because of the 30-minute time limit. The Brown Act prohibits the City Council from taking action on oral requests relating to items that are not on the agenda. The Council may engage in a brief discussion, refer the matter to staff, and/or schedule requests for consideration at a subsequent meeting. The Council requests, but does not require, speakers to identify themselves. When you come up to speak, please state your name unless you wish to remain anonymous. REJECT BIDS FOR RESIDENTIAL ELECTRONIC WASTE COLLECTION SERVICES AND UPDATE THE BULK ITEM PICKUP GUIDELINES TO ALLOW ELECTRONIC WASTE DISPOSAL (FUNDING SOURCE: SANITATION FUND) Recommendation: Staff recommends that the City Council direct staff to reject all bids received for residential electronic waste collection services and update the City's Bulk Item Pickup Guidelines to allow electronic waste disposal. Page 5 City Council Agenda February 22, 2022 7. AWARD OF CONTRACT TO DASH CONSTRUCTION COMPANY, INC. FOR THE 2021-22 SIDEWALK REHABILITATION PROJECT TO PROVIDE SIDEWALK REPAIR AND REPLACEMENT SERVICES (FUNDING SOURCE: MEASURE R FUND) Recommendation: Staff recommends that the City Council: A. Authorize the City Manager to enter into an agreement with DASH Construction Company, Inc. in the amount of $289,377, and authorize a project contingency of $30,623, for a total of $320,000 to provide sidewalk repair and replacement services between Scripps Drive and the 210 Freeway between Towne Avenue and Mountain Avenue, Mountain Avenue between Base Line Road and Foothill Boulevard, and other identified locations throughout the City; B. Authorize the City Manager to enter into an agreement with RKA Consulting Group in the amount of $25,000 for monument preservation and project inspection services; and C. Appropriate an additional $45,000 in Measure R Funds to fully fund the project. 8. ADOPTION OF A RESOLUTION AUTHORIZING WILLDAN FINANCIAL SERVICES TO PREPARE THE 2022-23 LANDSCAPE AND LIGHTING DISTRICT ANNUAL REPORT (FUNDING SOURCE: LANDSCAPE AND LIGHTING DISTRICT FUND) Recommendation: Staff recommends that the City Council adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, DIRECTING WILLDAN FINANCIAL SERVICES, AS ENGINEER OF RECORD, TO PREPARE AND FILE THE 2022-23 ANNUAL REPORT PERTAINING TO LANDSCAPE AND LIGHTING DISTRICT NO. LL001 (PURSUANT TO THE LANDSCAPE AND LIGHTING ACT OF 1972). Conduct a public hearing to receive input on draft district maps, revise draft maps, and identify a map or maps for further consideration; and B.
